Guidelines for Designing Tube Light Labels According to Current Regulations

LED lamp labeling is currently subject to the management and regulations of 03 to 04 Ministries, Departments, and Agencies (the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Information and Communications, and the Government) depending on the product’s features. To assist enterprises in designing goods labels—specifically LED lamp labels—that comply with current regulations, Phuc Gia Laboratory has summarized the detailed regulations for LED lamp products in this article. Below is a detailed summary table of the mandatory information that must be displayed on goods labels for your reference.

Notes:

  • Information in “red text” is required by the Ministry of Industry and Trade (MOIT) (this information can be displayed on the lamp, packaging, or user manual; the following distribution is not mandatory, but Phuc Gia Laboratory has arranged it reasonably for your reference);
  • Information in “black text” is required by the Ministry of Science and Technology (MOST) (QCVN 19);
  • Information in “red text” with yellow highlighting is required by both Ministries – and must be distributed according to the following table;
  • Information in “blue text” is required by the Ministry of Information and Communications (MIC);
  • Information in “pink text” is supplementary information required by Decree No. 43/2017/NĐ-CP and Decree No. 111/2021/NĐ-CP (Decrees on goods labeling).

Important: The information in the table consists of rated data declared by the manufacturer (except for the information on the energy label and the ICT conformity mark – which Phuc Gia Laboratory will design and send to the enterprise).

Example: If this luminaire is damaged, it shall be replaced exclusively by the manufacturer, their service agent, or a similarly qualified person in order to avoid a hazard.

24. The following Note must be displayed: “This lamp is designed for general lighting services (not for other purposes, e.g., explosive atmospheres).”

25. Instructions for installation or replacement of the lamp using images or text descriptions;

26. Rated ambient temperature range of the lamp (if different from -20°C ~ +60°C, the following text must be included: “This lamp is not suitable for use in all applications where a traditional fluorescent lamp has been used. The temperature range of this lamp is more restricted. In cases of doubt regarding the suitability of the application, the manufacturer of this lamp should be consulted.”)

In case the origin cannot be determined, record the place where the final stage of finishing the goods was performed as prescribed in Clause 3, Article 15 of Decree No. 111/2021/NĐ-CP.

35. Name or abbreviation of the manufacturing organization or individual, or the organization or individual responsible for the goods abroad.

Note: In cases where the size of the goods is insufficient to display all mandatory contents on the label, the contents specified in points 6, 27, and 28 must be recorded on the goods label; other contents shall be recorded in the documents accompanying the goods, and the label must indicate where those contents are recorded.
