  • QCVN 9:2012/BKHCN: National technical regulation on electromagnetic compatibility for household electrical and electronic equipment and similar purposes issued by the Minister of Science and Technology on April 12, 2012.

  • Circular No. 38/2015/TT-BTC (amended by Circular No. 39/2018/TT-BTC): Regulating customs procedures; customs inspection and supervision; export tax, import tax, and tax management for exported and imported goods issued by the Minister of Finance on March 25, 2015.

  • Decree No. 43/2017/NĐ-CP: Regulating goods labeling issued by the Government on April 14, 2017.

  • Decision No. 18/2019/QĐ-TTg: Regulating the import of used machinery, equipment, and technological lines issued by the Prime Minister on April 19, 2019.

In addition, juicer products must have a food safety declaration based on the following regulations:

  • Law on Food Safety dated June 17, 2010 (No. 55/2010/QH12).

  • Decree No. 15/2018/NĐ-CP of the Government providing detailed regulations on the implementation of a number of articles of the Law on Food Safety.

  • Circular No. 19/2012/TT-BYT guiding the declaration of conformity and declaration of food safety compliance.

  • QCVN 12-1:2011/BYT: National technical regulation on the safety and hygiene of synthetic resin containers, devices, and packages in direct contact with food.

  • QCVN 12-2:2011/BYT: National technical regulation on the safety and hygiene of rubber containers, devices, and packages in direct contact with food.

  • QCVN 12-3:2011/BYT: National technical regulation on the safety and hygiene of metallic containers, devices, and packages in direct contact with food.

2. HS code and import tax for juicers

According to the international goods classification system, juicers are classified under Chapter 85 – the group regulating Electrical machinery and equipment and parts thereof; sound recorders and reproducers, television image and sound recorders and reproducers, and parts and accessories of such articles.

When importing juicers into Vietnam, enterprises need to pay taxes including: Value Added Tax (VAT) and import tax.

3. Juicer import dossier

When performing Juicer Import Procedures, enterprises need to prepare a full dossier according to the provisions in Circular No. 38/2015/TT-BTC issued on March 25, 2015, amended and supplemented by Circular No. 39/2018/TT-BTC dated April 20, 2018. The set of juicer import-export documents includes:

  • Customs declaration;

  • Commercial invoice;

  • Bill of lading;

  • Packing list;

  • Sales contract;

  • State control registration on quality of products profile;

  • Certificate of Origin (C/O – if any);

  • Catalog (if any).

During the process of preparing the juicer import dossier, enterprises should prioritize preparing full mandatory documents such as: customs declaration, bill of lading, commercial invoice, and the profile for state control registration on quality of products for juicers. Other documents like the certificate of origin or catalog can be supplemented upon request from the customs authority in specific cases.

When importing juicers, enterprises should note some common risks such as:

  • Incorrect HS code declaration leading to wrong tax rates and penalties.

  • Lack of juicer certificate of conformity or food safety certification for parts in direct contact with food, preventing goods from being cleared.

  • Importing used goods (on the prohibited list) leading to forced re-export or destruction.

  • Goods labeling with insufficient information according to regulations.

  • Lack of technical profiles, test results, or certificates of conformity.

4. Instructions for performing Juicer Import Procedures in Vietnam

The process for juicer customs procedures is regulated in detail in Circular No. 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by Circular No. 39/2018/TT-BTC dated April 20, 2018. The steps for Juicer Import Procedures include:

4.1. Step 1: State control registration on quality of products

Enterprises access the National Single Window system at: https://vnsw.gov.vn to register an account (if not already available). After the account is approved, the enterprise proceeds to register for quality inspection on the system, selecting the receiving unit as the Department of Standards, Metrology and Quality. Simultaneously, the enterprise needs to select a testing unit licensed by the Ministry of Science and Technology (MOST).

Note: Account approval time on the single window system can take about 24 hours; enterprises should create an account before performing Juicer Import Procedures to avoid affecting the clearance progress.

4.2. Step 2: Open customs declaration

As soon as there is a full set of customs documents including: sales contract, commercial invoice, packing list, bill of lading, certificate of origin (C/O), and arrival notice, the enterprise proceeds to declare on the customs system via software.

After declaration, the system will return the declaration channeling (green, yellow, or red). Depending on the channeling, the enterprise will perform corresponding steps to open the declaration. Once the official declaration is available, the enterprise needs to contact the Customs Branch to perform Juicer Import Procedures, avoiding leaving the declaration for too long which causes difficulties in processing.

4.3. Step 3: Testing & Certification of Conformity

When the state control registration on quality of products profile has been accepted and customs has allowed clearance, the enterprise proceeds to take samples at the port/importer’s warehouse for testing.

The testing time usually lasts 2–3 days (depending on the testing laboratory) according to the corresponding national standards (TCVN).

4.4. Step 4: Customs Clearance of the declaration

After completing the testing and having satisfactory inspection results, the customs officer will proceed to cross-check the dossier. The declaration will be accepted for Customs Clearance if no issues occur. At this time, the enterprise needs to pay import tax and VAT to complete the Customs Clearance process.

4.5. Step 5: Bringing goods to the warehouse

After the declaration is granted Customs Clearance, the enterprise performs declaration liquidation procedures at the port/warehouse. Then, the juicers are transported to the storage or distribution warehouse as planned.

Note: Enterprises wishing to bring products to the market are mandatory to perform procedures related to testing and issuing electromagnetic compatibility certification and certification of conformity according to regulations.

5. What should be noted when performing Juicer Import Procedures?

During the process of performing Juicer Import Procedures, enterprises need to master the notes below to ensure the import process takes place smoothly:
