I. When must Enterprises Mandatorily Test for Energy Performance and Declare Energy Labeling for LED Lamps?

Based on the Minimum Energy Performance Standards (MEPS) for the list of mandatory vehicles and equipment requiring Energy Labeling, in accordance with regulations and the implementation roadmap (Decision No. 04/2017/QD-TTG).

Clause 1, Article 1 of Decision No. 04/2017/QD-TTG clearly states that LED lamps belong to the List of vehicles and equipment that must have energy labels affixed and apply minimum energy performance standards.

Quoting Point b, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG which stipulates the Implementation Roadmap for energy labeling: “Voluntary energy labeling shall be implemented until the end of December 31, 2019, for: LED lamp products, and storage water heaters.”

=> This means that enterprises were permitted to conduct Energy Performance Testing for LED Lamps and apply Energy Labeling for LED Lamps on a voluntary basis until the end of December 31, 2019. Starting from January 1, 2020, enterprises are mandatory required to test for Energy Performance and declare Energy Labeling for LED lamps.

II. Types of LED Lamps Mandatory for Energy Labeling Starting from January 1, 2020

Based on Decision No. 4889/QD-BCT, Article 2, Chapter I specifies the testing standards for the energy performance of LED lighting products subject to energy labeling as:

Quoting from Section 1 (Scope of Application) of TCVN 11844:2017:

“This standard specifies the minimum energy performance levels for self-ballasted LED lamps (module/driver included) with E27 and B22 bases and double-capped LED lamps designed to replace tubular fluorescent lamps with G5 and G13 bases, intended for general lighting service, with a rated power of up to 60W and a rated voltage not exceeding 250V.”

  • Therefore, LED lamps subject to the energy labeling program must satisfy all three of the following criteria:
  • The LED lamp must have one of the following base codes: E27, B22, G5, or G13.
  • The LED lamp must have a power rating of up to 60W.
  • The LED lamp must have a rated voltage of not exceeding 250V.

If an LED lamp lacks at least one of the three criteria above, it falls under the voluntary energy labeling program and is not mandatory to undergo declaration and labeling.

1. What is an LED Lamp with an E27 Base/Cap?

The rule for reading E-codes: The letter E stands for the Edison screw base, and the number following the letter E indicates the rounded external diameter of the screw threads of the lamp base.

Therefore, an LED lamp with an E27 base/cap is a type of LED lamp with a spiral-shaped screw base, where the screw threads have an external diameter of phi 27mm – according to the European size standard.

LED lamps with the E27 base/cap are used to replace traditional incandescent and compact fluorescent lamps.

2. What is an LED Lamp with a B22 Base/Cap?

The rule for reading B-codes:

The letter B stands for the Bayonet base. The number preceding the letter B indicates the number of contact pins (spring posts) on the lamp base (often omitted for B22, implying 2 pins). The number following the letter B indicates the internal diameter of the bayonet collar.

Therefore, an LED lamp with a B22 base/cap is a type of LED lamp with a bayonet base (also known as a push-in or sideways-mount base), with an internal diameter of the bayonet collar of 22mm.

3. What is an LED Lamp with a G5 Base/Cap?

The G5 base code corresponds to the T5 Lamp type.

The G5 LED lamp is a linear/tubular LED lamp (LED tube) with a distance between the two end pins of 5mm.

The T5 LED tube lamp, like other LED tube lamps, uses LED chip technology and operates based on the principle of energy release by electrons when current passes through semiconductor materials.

Explanation of why it is called a T5 LED tube lamp:

The letter “T” is an abbreviation for “tubular” or “tube”. In the name T5 LED tube lamp, “T” is used to define the diameter of the tube.

5.1. According to international convention: 1T = 1/8 inch; 1 inch = 2.54cm.

5.2. A T5 tube lamp specifically refers to the type with a tube diameter equal to 5T = 5/8 inch = 1.5875cm.

4. What is an LED Lamp with a G13 Base/Cap?

The G13 base code corresponds to the T8 Lamp type.

The G13 LED lamp refers to an LED lamp where the distance between the two end pins is 13mm.

The T8 LED tube lamp, like other LED tube lamps, uses LED chip technology and operates based on the principle of energy release by electrons when current passes through semiconductor materials.

Explanation of why it is called a T8 LED tube lamp:

The letter “T” is an abbreviation for “tubular” or “tube”. In the name T8 LED tube lamp, “T” is used to define the diameter of the tube.

1. According to international convention: 1T = 1/8 inch; 1 inch = 2.54cm.

2. A T8 tube lamp specifically refers to the type with a tube diameter equal to 8T = 1 inch = 2.54cm.

3. Similarly, you can calculate the diameter of the T10 tube as 3.175cm and the T12 tube as 3.81cm.

4. Thus, it can be seen that the T5 tube is the smallest bulb, and the T12 tube is the largest bulb.
