LED Products Must Undergo Testing and Conformity Certification According to QCVN 19

Based on the Appendix – List of LED lighting products that must ensure electrical safety requirements according to QCVN 19:2019/BKHCN under Circular No. 08/2019/TT-BKHCN, the following LED products fall within the scope of application of QCVN 19:

a. Light-emitting diode (LED) lamps – HS Code: 8539.50.00, general lighting equipment using LED technology

• Self-ballasted LED lamps for general lighting services with working voltages > 50 V (LED bulb)
• Double-capped LED lamps designed to replace linear fluorescent lamps (LED Tube)
• Fixed general-purpose LED luminaires
• Portable general-purpose LED luminaires

b. Spotlights – HS Code: 9405.10.91 – Fixed general-purpose LED luminaires

c. Other LED lamps – HS Code: 9405.20.90 – Portable general-purpose LED luminaires

LATEST UPDATE – List of LED Lighting products within the MANDATORY scope for testing and certification according to QCVN 19:2019/BKHCN

According to the latest Decision, Decision 2711/QĐ-BKHCN: Regarding the announcement of group 2 products and goods under the management responsibility of the Ministry of Science and Technology, from December 30, 2022, nine groups of LED lighting products with the following HS codes will fall within the scope of application of QCVN 19:2019/BKHCN:

Based on: Item number 10 in the Appendix of group 2 products and goods under the management responsibility of the Ministry of Science and Technology (Attached to Decision No. 2711/QĐ-BKHCN dated December 30, 2022, by the Minister of Science and Technology), the following products must undergo testing and conformity certification according to QCVN 19:

• Light-emitting diode (LED) bulbs / Light-emitting diode (LED) lamps. Including:

– Bulb lamps (Self-ballasted LED lamps for general lighting services working at voltages greater than 50 V);

– Tube lamps (Double-capped LED lamps designed to replace linear fluorescent tube lamps);

– Fixed general-purpose LED luminaires; Portable general-purpose LED luminaires; Other types of LED bulbs;

HS Codes: 8539.52.10 (LED bulbs – Screw-cap type) / 8539.52.90 (LED bulbs – Other types)

• Fixed general-purpose spotlights using LED technology:

HS Codes: 9405.11.91 (spotlights) / 9405.11.99 (others) / 9405.41.10 (floodlights) / 9405.41.20 (other spotlights) / 9405.41.30 / 9405.41.40 (other types used in public places or main streets; other exterior lighting)

• Portable general-purpose LED luminaires (electric table, desk, bedside, or floor-standing lamps using LED technology. Excluding lamps for operating rooms):

HS Code: 9405.21.90 (other types)

Note: Details of product and goods names corresponding to each HS code are based on Circular 31/2022/TT-BTC.
