I. WHAT IS AN ELECTRIC IRON?
An electric iron (garment iron) is a household electrical appliance used to flatten and soften various types of fabrics and clothing through heat and pressure. This device belongs to the group of heating appliances, operating by converting electrical energy into thermal energy, which is then transferred to the soleplate that comes into direct contact with the fabric. The soleplate temperature can reach 200°C or higher, helping to reduce wrinkles and keep clothes soft and smooth.
In today’s market, electric irons come in many types and designs, including dry irons, steam irons, and industrial irons, with additional features such as non-stick soleplates, adjustable temperature controls, and automatic steam spray.
The diversity in design and function not only meets the increasing usage needs of consumers but also imposes requirements on manufacturing, importing, and distributing enterprises to ensure electrical safety, product quality, and compliance with the Legal Regulations for Electric Irons in Vietnam before they are manufactured, imported, or circulated on the market.

II. LEGAL REGULATIONS FOR ELECTRIC IRONS IN VIETNAM

2. Legal Regulatory Documents
To ensure that electric iron equipment is legally circulated in the Vietnamese market and safe for consumers, manufacturing and importing organizations and individuals must fully comply with the Legal Regulations for Electric Irons in Vietnam according to the system of standards, technical regulations, and current management documents. Specifically, the relevant legal documents and technical standards include:
– Decision No. 2711/QĐ-BKHCN dated December 30, 2022, of the Ministry of Science and Technology on the announcement of Group 2 products and goods.
– Circular No. 21/2009/TT-BKHCN dated September 30, 2009, of the Ministry of Science and Technology issuing and implementing the “National technical regulation on safety for electrical and electronic equipment” (QCVN 4:2009/BKHCN).
– Circular No. 28/2012/TT-BKHCN dated September 30, 2009, of the Ministry of Science and Technology regarding regulations for declaration of conformity to standards and technical regulations and methods for conformity assessment.
– Circular No. 21/2016/TT-BKHCN dated December 15, 2016, of the Ministry of Science and Technology issuing Amendment 1:2016 QCVN 4:2009/BKHCN – National technical regulation on Safety for electrical and electronic equipment.
– Circular No. 02/2017/TT-BKHCN dated March 31, 2017, of the Ministry of Science and Technology promulgating regulations on declaration of conformity to standards and technical regulations and methods for conformity assessment.
– Circular No. 06/2020/TT-BKHCN dated December 10, 2020, of the Ministry of Science and Technology providing instructions and measures for the implementation of Decrees 132/2008/NĐ-CP, 74/2018/NĐ-CP, 154/2018/NĐ-CP, and 119/2017/NĐ-CP.
– National Standard TCVN 5699-2-3:2010 (IEC 60335-2-3:2008) regarding Household and similar electrical appliances – Safety – Part 2-3: Particular requirements for electric irons.
These documents specify technical requirements, testing methods, labeling, conformity certification, and declaration of conformity for products. These are the Legal Regulations for Electric Irons in Vietnam, ensuring products fully meet safety and quality requirements according to current regulations.
3. Types of Electric Irons within the Scope of Application
Based on Decision No. 2711/QĐ-BKHCN, the following types of electric irons must be tested, certified, and declared for conformity regarding electrical safety according to QCVN 4:2009/BKHCN and Amendment 1:2016 QCVN 4:2009/BKHCN before being circulated on the market:

Dry electric irons (without steam function);

Steam electric irons;
-
Electric irons with a separate water tank or steam generator with a capacity 5 liters.
These products are classified under HS Code 8516.40.90 and are mandatory to meet the technical requirements specified in QCVN 4:2009/BKHCN. Specifically, this regulation stipulates that electric irons must comply with particular electrical safety requirements according to TCVN 5699-2-3:2010 (IEC 60335-2-3:2008).
According to TCVN 5699-2-3:2010, the scope applies to “electric dry irons and steam irons, including those with a separate water reservoir or steam generator having a capacity not exceeding 5 litres, intended for household and similar purposes, with a rated voltage not exceeding 250 V.”
In general, most types of electric irons—whether dry irons, steam irons, or irons with separate reservoirs used for household purposes—must undergo testing, certification, and declaration of conformity according to QCVN 4:2009/BKHCN (effective since November 14, 2009) and Amendment 1:2016. This ensures that products fully meet the Legal Regulations for Electric Irons in Vietnam regarding electrical safety before being legally permitted for circulation in the Vietnamese market.

4. Applied Standards/Technical Regulations
According to Decision No. 2711/QĐ-BKHCN, electric irons are Group 2 products and goods—a group with the potential to cause unsafety—under the management responsibility of the Ministry of Science and Technology (MOST). They must undergo testing, certification, and declaration of conformity regarding electrical safety according to QCVN 4:2009/BKHCN and Amendment 1:2016 QCVN 4:2009/BKHCN.
QCVN 4:2009/BKHCN stipulates that electric irons must meet electrical safety requirements according to TCVN 5699-2-3:2010, a specific safety standard for electric irons, applied in conjunction with TCVN 5699-1:2010, the general standard for household electrical appliances. Accordingly, electric irons must ensure requirements for Protection against access to live parts, Input power and current, Heating, Resistance to heat and fire, Power supply cord and connection requirements, etc., to ensure safety during use.
5. Important Notes on Import, Production, and Business Policies
– The testing and certification of electric irons must be performed by a testing-certification organization that is designated, registered, or accredited by the Ministry of Science and Technology (MOST).
– Domestic manufacturing and importing enterprises of electric irons, after obtaining conformity certification, must register the Declaration of Conformity at the Department of Standards, Metrology, and Quality where the enterprise is registered for business before circulating the products on the market.
– Electric irons designed for industrial purposes or use in special environments fall outside the scope of QCVN 4:2009/BKHCN and TCVN 5699-2-3:2010.
– Used electric irons are prohibited from importation.
– Import tax is a mandatory obligation when performing import procedures for irons.
