According to the Ministry of Industry and Trade’s regulations, as of January 01, 2020, LED lighting products must implement energy labeling in accordance with Decision No. 04/2017/QĐ-TTg, issued by the Government on March 09, 2017. Furthermore, from January 01, 2021, lighting products using LED technology must be certified for conformity to QCVN 19:2019/BKHCN, complete the declaration of regulation conformity, and bear the CR conformity mark before being circulated on the market.

As LED lamps increasingly become the primary artificial light source replacing natural light in daily human life, quality management, along with controlling and mitigating the hazards from LED light, is critically important. For this reason, the Ministry of Industry and Trade and the Ministry of Science and Technology have promulgated Legal Regulations for LED Lamps in Vietnam and technical regulations for LED products, aiming to eliminate low-quality products and protect consumers. | – Self-Ballasted LED Lamps (Bulb type) with E27 and B22 caps, and Doubled-Capped LED Lamps (Tube type) designed as replacements for tubular fluorescent lamps (with G5 and G13 caps). These are intended for general purposes, with a power capacity up to 60 W and a nominal voltage not exceeding 250 V.
– LED Luminaires for Street and Road Lighting with a power rating greater than or equal to 20 W, including models that have separate control gear. |
Based on: Item 10 in the Appendix of Group 2 products and goods under the management responsibility of the Ministry of Science and Technology (MOST) (Enclosed with Decision No. 2711/QĐ-BKHCN dated December 30, 2022, of the Minister of Science and Technology), the following products are subject to mandatory testing and regulation conformity certification per QCVN 19, as part of the Legal Regulations for LED Lamps in Vietnam:
– Light-emitting diode (LED) lamps / Light-emitting diode (LED) luminaires. This includes: + Bulb lamps (Self-Ballasted LED Lamps for general lighting, operating at a voltage greater than 50 V); + Tube lamps (Doubled-Capped LED Lamps designed to replace straight tubular fluorescent lamps); + Fixed general purpose LED luminaires; Portable general purpose LED luminaires; Other LED lamps; HS Code: 8539.52.10 (LED lamps, screw-cap type)/ 8539.52.90 (Other LED lamps) – Fixed general purpose LED spotlights: HS Code: 9405.11.91 (spotlights)/ 9405.11.99 (other types)/ 9405.41.10 (floodlights)/ 9405.41.20 (Other spotlights)/ 9405.41.30/ 9405.41.40 (other types, used in public places or main streets; other outdoor lighting types) – Portable general purpose LED luminaires (such as electric table lamps, bed lamps, or floor lamps using LED technology. Excluding lamps for operating theatres): HS Code: 9405.21.90 (other types) Note: The detailed names of products and goods corresponding to each HS code are based on Circular 31/2022/TT-BTC. |
