Based on QCVN 4:2009/BKHCN compiled by the Drafting Board of National Technical Regulations on safety for electrical and electronic equipment, submitted by the Directorate for Standards, Metrology and Quality, and issued under Circular No. 21/2009/TT-BKHCN dated September 30, 2009, of the Ministry of Science and Technology.

Procedures to Apply for Conformity Certification Consist of 3 Steps:

STEP 1. REGISTER FOR STATE INSPECTION OF MICROWAVE OVEN CONFORMITY CERTIFICATION

1.1. Tasks Performed by Phuc Gia®

a) Assessing the legal validity of the dossier

The team of experts will analyze the dossier to assess legal compliance.

b) Phuc Gia® represents the customer to complete online registration procedures

Proceeding to prepare and draft the dossier;
Registering for State inspection of product conformity certification;

1.2. Dossier for Registration of State Inspection of Microwave Oven Conformity Certification

Business registration certificate;
Registration form for State inspection of imported product conformity certification;
Contract;
Invoice;
Packing list;
Bill of Lading;
Photo of Nameplate + overall product image (if any);
– Form 09 for bringing goods to storage (if any);
Customs declaration (if any);
C/O, CQ (if any).

Note: Submitting hard copy dossiers for Offline registration at the Department of Standards, Metrology and Quality at the import Border Gate is handled by the Logistics unit.

STEP 2. ELECTRICAL SAFETY TESTING FOR MICROWAVE OVEN CONFORMITY CERTIFICATION

We will support enterprises in contacting testing laboratories at Quatest 1 in Hanoi and Quatest 3 in Ho Chi Minh City to take samples and conduct testing according to TCVN 5699-2-25:2007.

Scope of Application:

Microwave Oven products (including combination Microwave Ovens) – HS Code: 8516.50.00.

According to the scope of application:

QCVN 4:2009/BKHCN and TCVN 5699-2-25:2007;
Decision 3482/QĐ-BKHCN. Including:

- Circular No. 21/2009/TT-BKHCN;
- Circular No. 27/2012/TT-BKHCN;
- Circular No. 28/2012/TT-BKHCN;
- Circular No. 21/2016/TT-BKHCN;
- Circular No. 02/2017/TT-BKHCN;
- Circular No. 07/2017/TT-BKHCN.

STEP 3. CONFORMITY CERTIFICATION (QCVN 4) FOR MICROWAVE OVEN AT THE MINISTRY OF SCIENCE AND TECHNOLOGY

3.1. Tasks Performed by Phuc Gia®

a) Free legal procedure consultation

Consulting on regulations and procedures for applying for the Certificate of Conformity;
Consulting on testing issues: typical samples, testing criteria for each specific product;
Consulting on preparing the Conformity registration dossier;
Consulting on other related legal questions.

b) Assessing the legal validity of the dossier

A team of experts and lawyers will analyze the dossier to assess legal compliance (arranging meetings with lawyers if requested by the customer);
Supporting translation and notarization of related documents.

c) Phuc Gia® represents the customer to complete the Conformity Certification application procedures

Proceeding to prepare and draft the dossier;
Representing the client to submit the dossier at the Ministry of Science and Technology;
Being responsible for tracking the dossier, receiving results, or handling feedback from specialized agencies.

3.2. Microwave Oven Conformity Certification Dossier

Business registration certificate;
Customs dossier including: Sale Contract, Invoice, Packing List, Bill of Lading/ Airway Bill…;
Container handover minutes between the enterprise and the shipping line (for full container loads);
Test report.
Along with other related documents.

Note: If the number of products for inspection is fewer than 2 models, it will be counted as 2 models.
