WHY IS IT NECESSARY TO PROMULGATE A REGULATION FOR SPECIFIC ABSORPTION RATE (SAR)?

Specific Absorption Rate (SAR) is an index used to measure the rate at which radio frequency energy is absorbed by the human body (primarily absorbed by the head, body, or limbs) when using mobile devices or being exposed to radio frequency electromagnetic fields. The unit of measurement for SAR is W/kg.

Mobile phones have become an indispensable part of modern life. These are devices that communicate by transmitting radio waves (electromagnetic fields) through a network of fixed antennas called base stations. According to the World Health Organization (WHO), current studies have not found clear evidence of negative effects of mobile phones on human health. Most conclude that they can cause heating of human body tissues and affect brain electrical activity, cognitive function, sleep, heart rate, and blood pressure in volunteers.

While evidence of brain tumor risks from mobile phone radio waves remains unclear, the International Agency for Research on Cancer (IARC) still classifies radio frequency electromagnetic fields as possibly carcinogenic to humans (Group 2B). Currently, the WHO is continuing to promote further research into the effects of SAR from phones on humans, especially among children and adolescents. The Draft QCVN 134:2024/BTTTT is designed to address these safety concerns.

DRAFT QCVN 134:2024/BTTTT – NATIONAL TECHNICAL REGULATION ON SPECIFIC ABSORPTION RATE (SAR) FOR MOBILE PHONES

Recognizing the risks of continuous exposure to radio frequencies to health, the Ministry of Information and Communications has introduced the Draft QCVN 134:2024/BTTTT to establish regulations on absorption limits and measurement methods for the Specific Absorption Rate (SAR) of mobile phones into the human body.

I. Scope of Application

This technical regulation applies to Vietnamese and foreign agencies, organizations, and individuals involved in the production, importation, business, and operation of equipment within the scope of this Regulation on the territory of Vietnam.

II. Contents of Draft QCVN 134:2024/BTTTT

  • This regulation specifies the limits and measurement methods for the Specific Absorption Rate (SAR) of mobile phones. This includes fifth-generation (5G) mobile communication terminal equipment and terrestrial mobile communication terminal equipment (HS Codes: 8517.13.00/ 8517.14.00);
  • The limits for the Specific Absorption Rate in the frequency range from 4 MHz to 10 GHz are specified as 1.6 W/kg averaged over 1g of tissue (for the head and trunk), 4 W/kg (for the limbs), and 0.08 W/kg (for the whole body);
  • Requirements for test equipment, measurement methods, and test result reports must comply with the IEC 62209-1528:2020 standard.

III. Implementation Validity

The draft proposes an effective date of July 1, 2026, requiring imported and domestically manufactured mobile phone products to meet the provisions of QCVN 134:2024/BTTTT before being circulated on the market.
