QCVN 132:2022/BTTTT – Electrical Safety for Telecommunications and Information Technology Terminal Equipment (Circular No. 24/2022/TT-BTTTT)

QCVN 132:2022/BTTTT was issued by the Ministry of Information and Communications along with Circular No. 24/2022/TT-BTTTT on November 30, 2022, regarding electrical safety for telecommunications and information technology terminal equipment. I. APPLICABLE ENTITIES

Circular No. 24/2022/TT-BTTTT, promulgated alongside QCVN 132:2022/BTTTT, applies to all Vietnamese and foreign organizations and individuals involved in the manufacture and business activities of telecommunications and information technology terminal equipment within the scope of this regulation in the territory of Vietnam.

II. CONTENT OF CIRCULAR NO. 24/2022/TT-BTTTT

Circular No. 24/2022/TT-BTTTT was issued by the Minister of Information and Communications upon the proposal of the Director General of the Department of Science and Technology. This Circular was drafted based on relevant legal documents, including:

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007, providing detailed regulations and guidelines for the implementation of certain articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 78/2018/ND-CP dated May 16, 2018, amending and supplementing several articles of Decree No. 127/2007/ND-CP regarding the Law on Standards and Technical Regulations;
Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022, defining the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Circular 24 was promulgated alongside the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment (QCVN 132:2022/BTTTT). This Circular replaces Clause 21, Article 1 of Circular No. 18/2010/TT-BTTTT regarding the National Technical Regulation on electrical safety for telecommunications terminal equipment (QCVN 22:2010/BTTTT).

III. CONTENT OF QCVN 132:2022/BTTTT

The National Technical Regulation QCVN 132:2022/BTTTT on Electrical Safety for Telecommunications and Information Technology Terminal Equipment was drafted by the Authority of Radio Frequency, submitted by the Department of Science and Technology, appraised by the Ministry of Science and Technology, and promulgated by the Minister of Information and Communications under Circular No. 24/2022/TT-BTTTT.

This regulation is applied to replace the technical provisions in Article 2.4 of QCVN 22:2010/BTTTT, the National Technical Regulation on electrical safety for telecommunications terminal equipment. QCVN 132:2022/BTTTT was drafted based on IEC standards.

QCVN 132:2022/BTTTT stipulates electrical safety requirements applicable to the telecommunications and information technology terminal equipment themselves. The HS codes for equipment within the scope of this regulation are specified as follows:

8517.11.00 – DECT cordless telephone subscriber extension equipment
8471.41.10 – Desktop computers (desktop PC)
8528.71.11, 8528.71.19, 8528.71.91, 8528.71.99 – Digital cable television signal decoding equipment
8528.71.11, 8528.71.19, 8528.71.91, 8528.71.99 – Television signal decoding equipment (set-top box) in IPTV networks
8528.72.92, 8528.72.99 – Television receivers with integrated DVB-T2 terrestrial digital television reception function (iDTV)
8517.62.49 – Amplifiers in cable television distribution systems
8517.11.00 – Cordless telephone equipment (subscriber extension type)
8471.30.20 – Laptop computers (laptop PC, notebook PC)
8471.30.90 – Tablets (tablet PC)

The QCVN 132:2022/BTTTT regulation on Electrical Safety for Telecommunications and Information Technology Terminal Equipment stipulates the following 3 technical requirements:

General requirements: Emphasizing the design, installation, and use of components to ensure safety and efficiency under normal and abnormal conditions. Additionally, it mentions the use of safeguards to minimize the risk of injury or damage to users. Specifically, this includes requirements for Energy source classification; Protection against energy sources; Safeguards related to; Explosion; Physical fixation of conductors; Equipment for direct insertion into mains sockets; Possibility of fire or electric shock due to contact with conductors; Component requirements.
Protection requirements against electricity to persons: To minimize the possibility of effects and injuries caused by electric current flowing through the human body, equipment shall be provided with declared safety measures. This includes requirements for Classification and limits of electrical energy sources, Protection from electrical energy sources, Insulation materials and requirements, Components as safeguards, Current in the protective conductor, Potential touch voltage, touch current, and current in the protective conductor.
Protection requirements against electrically-caused fire: To reduce the possibility of injury or property damage due to fire originating from electricity within the equipment, the equipment must be provided with safeguards as prescribed by law. These include the following requirements: Classification of power sources (PS) and potential ignition sources (PIS), Fire protection measures under normal and abnormal conditions, Fire protection measures under single fault conditions, Internal and external wiring, Fire protection measures for the connection of auxiliary equipment.

Terminal equipment in the field of telecommunications and information technology within the scope of this regulation must comply with the technical provisions in QCVN 132:2022/BTTTT. Measuring instruments and equipment must comply with the current legal provisions on metrology.

The regulation also stipulates that relevant organizations and individuals are responsible for implementing the regulations on the declaration of conformity for communication terminal equipment and are subject to inspection by state management agencies in accordance with current regulations.

In the requirements for the implementation of QCVN 132:2022/BTTTT, it is clearly stated: “Accept the test results of domestic and foreign testing organizations recognized as compliant with the ISO/IEC 17025 standard according to the corresponding technical requirements in the IEC 62368-1:2018 standard to assess conformity with this Regulation until further guidance from the Ministry of Information and Communications. In the event that the provisions stated in this regulation are changed, supplemented, or replaced, the provisions in the new document shall apply.”

IV. EFFECTIVE DATE

Circular No. 24/2022/TT-BTTTT – QCVN 132:2022/BTTTT regarding electrical safety for telecommunications and information technology terminal equipment officially came into force on January 1, 2024.

On November 17, 2023, the Ministry of Information and Communications issued Decision No. 2278/QD-BTTTT, designating Phuc Gia Testing and Inspection Center – Phuc Gia Laboratory Joint Stock Company as a designated testing organization. Phuc Gia is authorized to perform testing for Lithium Batteries according to QCVN 101:2020/BTTTT and Electrical Safety for telecommunications and information technology terminal equipment according to QCVN 132:2022/BTTTT and IEC 62368-1:2018.

Accordingly, Phuc Gia is designated under QCVN 132:2022/BTTTT to conduct full testing for 9 product categories (Desktop PCs, laptops, tablets, Integrated Digital TVs with DVB-T2 (iDTV), DECT cordless telephone subscriber extension equipment, Set-Top Boxes, amplifiers in cable television distribution systems, and cordless telephones).
