QCVN 19:2019/BKHCN (Circular No. 08:2019/BKHCN) – Electrical safety and Electromagnetic Compatibility (EMC) for LED lighting products

On September 25, 2019, the Ministry of Science and Technology issued Circular No. 08/2019/TT-BKHCN and Regulation QCVN 19:2019/BKHCN – National technical regulation on electrical safety and electromagnetic compatibility for LED lighting products.

CONTENT OF CIRCULAR NO. 08/2019/TT-BKHCN

Based on Circular No. 08/2019/TT-BKHCN:

1. From June 1, 2020, LED products (Self-Ballasted Lamps, Double-Capped LED Lamps, and LED luminaires) manufactured locally or imported as specified in the Appendix issued with QCVN 19:2019/BKHCN must meet the requirements for safety and Electromagnetic Interference (EMI) limits specified in Sections 2.1.1; 2.1.2; 2.1.3 and 2.2.1 of QCVN 19:2019/BKHCN before being circulated on the market.

2. From June 1, 2021, products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet all requirements specified in Section 2 of QCVN 19:2019/BKHCN before being circulated on the market (including requirements for safety, Electromagnetic Interference – EMI, and Electro Magnetic Susceptibility – EMS).

3. Enterprises, organizations, and individuals manufacturing or importing LED lighting products are encouraged to apply the provisions of QCVN 19:2019/BKHCN from the effective date of this Circular.

Common fixed and portable LED lamps, including LED lamps, LED tubes, LED downlights, LED luminaires, and various types of Self-Ballasted Lamps, all fall within the scope of this Regulation. Compliance with the regulation helps businesses understand about Electrical safety and ensures product quality.

Enterprises are mandatory to conduct testing and certification of conformity for LED lamps according to QCVN 19:2019/BKHCN before selling them on the market starting June 1, 2020 (and must fulfill requirements for minimum energy efficiency and energy labeling for Self-Ballasted Lamps with E27 and B22 caps, and Double-Capped LED Lamps with G5 and G13 caps according to the Ministry of Industry and Trade regulations applied since January 1, 2020).

However, the roadmap for testing and declaration of conformity for LED lamps was postponed and is detailed in Decision No. 1383/QĐ-BKHCN, specifically as follows:

The application dates were corrected and adjusted to: January 1, 2021, and January 1, 2022 (According to Decision No. 1383/QĐ-BKHCN).

  • From January 1, 2021, locally manufactured and imported products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet requirements for safety and Electromagnetic Interference (EMI) limits specified in Sections 2.1.1; 2.1.2; 2.1.3 and 2.2.1 of QCVN 19:2019/BKHCN before market circulation.
  • From January 1, 2022, products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet all requirements specified in Section 2 of QCVN 19:2019/BKHCN before market circulation.
