QCVN 96:2015/BTTTT was drafted by the Post and Telecommunications Institute of Technology, appraised and submitted by the Department of Science and Technology, and issued by the Ministry of Information and Communications attached to Circular No. 32/2015/TT-BTTTT dated November 5, 2015. This regulation was developed based on ETSI EN 301 489-3 (2013-06) of the European Telecommunications Standards Institute (ETSI).

I. SUBJECTS OF APPLICATION

QCVN 96:2015/BTTTT on Electromagnetic Compatibility for short range device/equipment in the frequency range from 9 kHz to 40 GHz applies to Vietnamese and foreign agencies, organizations, and individuals involved in manufacturing, trading, and operating equipment within the scope of this Regulation in the territory of Vietnam.

This Regulation requires relevant organizations and individuals to be responsible for implementing regulations on certification of conformity and declaration of conformity regarding electromagnetic compatibility for short range radio devices in the 9 kHz to 40 GHz frequency range, and to be subject to inspection by the Regulatory Authority in accordance with current regulations.

II. MAIN CONTENT OF QCVN 96:2015/BTTTT

QCVN 96:2015/BTTTT stipulates electromagnetic compatibility (EMC) requirements for various types of short range devices (SRD) and related auxiliary equipment, within the frequency range from 9 kHz to 40 GHz. This regulation does not apply to technical parameters related to antenna ports and emissions from the enclosure port of radio equipment.

This regulation specifies emissions, immunity, testing conditions, evaluation of parameters, and quality criteria for SRD radio equipment and related auxiliary equipment. Specifically as follows:

Emissions are required to comply with QCVN 18:2014/BTTTT (Section 2.1);
Immunity is required to comply with QCVN 18:2014/BTTTT (Section 2.2);
Testing conditions include requirements for Test signal arrangement, Exclusion bands, Narrow-band responses of receivers, and Normal test modulation. These requirements must comply with QCVN 18:2014/BTTTT (Appendix A);
Evaluation of parameters includes Equipment that can and cannot provide a continuous communication link, Auxiliary equipment, and equipment classification. These requirements must comply with QCVN 18:2014/BTTTT (Appendix B);
Quality criteria include classifications of SRD equipment, general quality criteria, quality criteria for continuous/transient phenomena for respective types of receivers/transmitters (CT, TT, CR, TR), and for related auxiliary equipment tested independently.

III. EFFECTIVE DATE

Circular No. 32/2015/TT-BTTTT, issued together with QCVN 96:2015/BTTTT National Technical Regulation on Electromagnetic Compatibility for short range radio devices in the frequency range from 9 kHz to 40 GHz, stipulates that this document is effective as of June 1, 2016.
