1. Mandatory timeline for enterprises to complete Safety Testing for Electric Fans in Vietnam and Conformity Certification according to QCVN 4:2009/BKHCN
According to Circular No. 21/2009/TT-BKHCN and the updated QCVN 4:2009/BKHCN/SĐ01:2016 regarding the Safety of electrical and electronic equipment, specific appliances are subject to strict Technical regulation Compliance. Devices including instantaneous water heaters, Licenses and Permits for Storage Water Heaters, hairdryers, kettles, rice cookers, and electric fans listed in the Appendix of the National Regulation are prohibited from market circulation unless they have undergone Safety Testing for Electric Fans in Vietnam. Since June 1, 2010, these products must obtain a Certificate of Conformity, display the CR mark, and be registered within the official quality dossier system.
2. The importance of Safety Testing for Electric Fans in Vietnam under QCVN 4:2009/BKHCN
Electric fans are essential cooling appliances utilized extensively across households, schools, hospitals, and offices. 3. Scope of fan models subject to mandatory Safety Testing for Electric Fans in Vietnam under QCVN 4:2009/BKHCN
To achieve Technical regulation Compliance, electric fans intended for domestic and similar use with rated voltages up to 250V (single-phase) or 480V (other types) must undergo Safety Testing for Electric Fans in Vietnam based on TCVN 5699-2-80:2007 (IEC 60335-2-80:2005). The applicable categories include:
a) Electric Fans: Table fans; Floor fans; Wall fans; Window fans; Ceiling fans; Roof fans.
b) Other special fans (Electric fans for household and similar purposes):
– Table fans and box fans:
- Table fans (including misting fans);
- Battery-operated fans, rechargeable fans using electrical or solar energy;
- Evaporative air cooling fans (Evaporative air coolers).
– Fans with protective guards:
- Wall-mounted fans (including misting fans);
- Pedestal fans (including misting fans);
- Single-phase ventilation fans;
- Single-phase duct fans;
- Conventional cooling fans equipped with additional heating elements for heating when needed; Floor fans.
– Other types of fans (without protective guards):
- Ceiling fans;
- Pedestal fans (including misting fans);
- Wall-mounted fans (including misting fans);
- Single-phase ventilation fans;
- Single-phase duct fans;
- Floor fans;
- Tower fans (tower-shaped);
- Bladeless fans (external).

4. Technical testing requirements for electric fans according to QCVN 4:2009/BKHCN
QCVN 4:2009/BKHCN stipulates that Electric Fan devices “must comply with the Vietnam Standard TCVN 5699-2-80:2007 (IEC 60335-2-80:2005) regarding household and similar electrical appliances – safety – Part 2-80: Particular requirements for fans. This standard “specifies safety for electric fans for household and similar purposes, with a rated voltage not exceeding 250V for single-phase fans and 480V for other fans”. Additionally, some technical requirements for electric fans apply according to TCVN 5699-1 (IEC 60335-1) – Part 1 – General requirements.
Both TCVN 5699-2-80:2007 (IEC 60335-2-80:2005) and TCVN 5699-1 (IEC 60335-1) require that Electric Fan devices “must be constructed so as to operate safely in normal use without causing danger to persons or surroundings, even in the event of carelessness that may occur in normal use.” This standard includes requirements such as classification by protection classes against electric shock and climatic conditions; requirements related to heat levels and the current of the devices; stability and mechanical – chemical – radiation hazards; durability of the equipment and related components; moisture resistance, rust resistance; etc.
