On April 10, 2024, the Minister of Science and Technology issued TCVN 13970:2024 regarding energy efficiency for vacuum cleaners, attached to Decision No. 614/QĐ-BKHCN. This standard contributes to the implementation of commitments at COP 26 on reducing greenhouse gas emissions and the tasks under Decision 888/QĐ-TTg of the Prime Minister, aiming for sustainable development and energy savings.

TCVN 13970:2024 was compiled by the National Technical Committee TCVN/TC/E1 for Electrical Equipment and Apparatus, proposed by the Vietnam Accreditation Center (VACI), appraised by the Commission for the Standards, Metrology and Quality of Vietnam, and announced by the Ministry of Science and Technology (MOST) based on contributions and revisions from the previous draft.
I. SCOPE OF APPLICATION
This standard specifies the energy efficiency levels and methods for determining the energy efficiency of dry vacuum cleaners operated by mains electricity, used for household and similar purposes.
II. CONTENT OF TCVN 13970:2024
1. Energy efficiency requirements
Compared to the draft, the annual energy consumption (AEhf) determined as in Article 6 of TCVN 13970:2024 is higher, specifically not exceeding 58.0 kWh.
Energy efficiency is divided into five levels, with level 5 being the highest energy efficiency level corresponding to the lowest energy consumption. However, the annual energy consumption (AEhf) has many differences compared to the previously issued draft, specifically:

2. Testing conditions
Standard TCVN 13970:2024 performs testing conditions according to Clause 4 of IEC 62885-2:2021; in addition, the following are applied:
- Supply voltage: 220 V ± 1 %
- Supply frequency: 50 Hz ± 0.5 Hz
3. Determination method according to TCVN 13970:2024
The energy efficiency testing method for vacuum cleaners is strictly regulated to ensure accuracy and objectivity. Specifically as follows:
- Test equipment and materials: Apply according to Clause 7 of IEC 62885-2:2021, using Type 1 mineral dust according to 5.2.1 of IEC TS 62885-1:2020, evenly distributed over the test area with a density of 50 g/m². The amount of test dust is calculated using a formula based on the cleaning head width.
- Measurement of energy consumption: Performed according to the regulations in 7.3 of IEC 62885-2:2021. The test consists of 2 cleaning cycles on hard floors, measuring electrical power and the cleaning head’s movement time. Average energy consumption (ASEhf) is calculated based on electrical power and the test area.
- Calculation of annual energy consumption: Annual energy consumption (AEhf) is calculated based on the average energy consumption, the amount of dust collected, and the standard number of cleanings, converted from Wh to kWh.

III. EFFECTIVE DATE
Decision No. 614/QĐ-BKHCN of 2024 announcing the national standard issued by the Minister of Science and Technology, attached with National Standard TCVN 13970:2024 on Vacuum cleaners – Energy Efficiency, has been effective since April 10, 2024.
