The Ministry of Science and Technology (MOST) issued TCVN 13971:2024 regarding energy efficiency for electric ovens, attached to Decision No. 614/QĐ-BKHCN. This standard was developed based on a previously published draft. This standard marks an important step in implementing the commitment to reduce greenhouse gas emissions at COP 26, while meeting the requirements of Decision No. 888/QĐ-TTg of the Prime Minister.

I. SCOPE OF APPLICATION
TCVN 13971:2024 specifies the energy efficiency levels and methods for determining the energy efficiency of ovens operated by mains electricity, used for household and similar purposes (not applicable to ovens with microwave functions, ovens with small cavities, or portable ovens).
II. CONTENT OF TCVN 13971:2024
TCVN 13971:2024 was compiled by the National Technical Committee TCVN/TC/E1 for Electrical Equipment and Apparatus, proposed by the Vietnam Quality Standards Institute, appraised by the Directorate for Standards, Metrology and Quality, and announced by the Ministry of Science and Technology.
1. Energy efficiency requirements
- The energy efficiency of the oven is determined based on the energy efficiency index (EEI) (see the determination method in Article 6 of this standard), which must be less than or equal to 96.
- For ovens with more than one cavity, the energy efficiency index (EEI) of one of the cavities must be less than or equal to 96, and the EEI of the remaining cavities must be less than or equal to 121.
2. Testing conditions
TCVN 13971:2024 applies Article 5 of TCVN 12218-1:2018 (IEC 60350-1:2016); in addition, the following conditions must be complied with:
- Ambient temperature: (23 ± 2) °C;
- Supply voltage: 220 V ± 1 %;
- Supply frequency: 50 Hz ± 0.5 Hz;
- If this voltage and frequency differ from the rated values of the equipment, this must be recorded in the test report.
3. Determination method according to TCVN 13971:2024
- The energy consumption, ECcavity, of the oven cavity is measured according to 7.4 of TCVN 12218-1:2018 (IEC 60350-1:2016).
- The energy efficiency index, EEI, is calculated as the ratio between energy consumption and standard energy consumption;

III. EFFECTIVE DATE
The Minister of Science and Technology issued Decision No. 614/QĐ-BKHCN attached with National Standard TCVN 13971:2024 regarding Electric ovens – Energy efficiency, which has been effective since April 10, 2024.
