On April 10, 2024, the Ministry of Science and Technology (MOST) issued TCVN 13973:2024 on Energy Efficiency of Water Dispensers, based on contributions to the previous draft. This standard not only demonstrates Vietnam’s commitment to reducing greenhouse gas emissions at COP 26 but also aims to improve energy efficiency and sustainable development in the field of manufacturing and utilizing hot and cold water dispensers.
TCVN 13973:2024 was compiled by the National Technical Committee TCVN/TC/E1 for Electrical Equipment and Apparatus, proposed by the Vietnam Quality Standards Institute, appraised by the Directorate for Standards, Metrology and Quality, and announced by the Ministry of Science and Technology.
I. SCOPE OF APPLICATION
This standard specifies the energy efficiency levels and methods for determining the energy efficiency of hot and cold water dispensers operated by mains electricity, used for household and similar purposes. Devices with additional functions such as providing carbonated water, alkaline water, or flavored water also fall within the scope of this standard.
TCVN 13973:2024 does not apply to pressurized water supply devices or non-freestanding devices (i.e., wall-mounted, under-sink, or built-in types); devices with a water source other than bottled water; devices whose primary function is to provide ice; and water cooling devices that do not use a compressor.
II. CONTENT OF TCVN 13973:2024
1. Energy efficiency requirements
TCVN 13973:2024 stipulates that the minimum energy efficiency of a hot and cold water dispenser is determined by its power consumption in standby mode (no water dispensing). The power consumption, as determined in Article 6, must not be less than the values specified in Table 1 for each type of device.

2. Testing conditions
Compared to the previously issued draft, TCVN 13973:2024 announces more detailed and specific testing conditions.
– Ambient temperature: 23 °C ± 2 °C.
– Relative humidity of air: 10 % RH to 80 % RH.
– Supply voltage: 220 V ± 1 %
– Supply frequency: 50 Hz ± 0.5 Hz
– Power measuring instruments must have a resolution appropriate for the value to be measured. Specifically as follows:
- 0.01 W for measured values less than 10 W;
- 0.1 W for measured values from 10 W to 100 W;
- 1.0 W for measured values greater than 100 W;
- 10 W for measured values less than 1.5 kW.
3. Determination method according to TCVN 13973:2024
For details on the determination method and the formula for calculating energy consumption, please see the attached file below. In addition, please note the following:
– For conventional hot and cold water dispensers:
- The device operates for 24 hours in standby mode (no water dispensing).
- The water source is installed according to the manufacturer’s regulations, ensuring sufficiency for normal operation.
- The 24-hour period begins as soon as the compressor or heater cycle starts (if after 24 hours, the compressor or heater cycle has not ended, continue measuring until the cycle is complete and record the additional time).
– If the device has an automatic timer, position sensor, or other functions that reduce the operating hours per day:
- These functions must be disabled during testing.
- If they cannot be disabled, the device will be tested in its original state, and this must be noted in the report.
III. EFFECTIVE DATE
Decision No. 614/QĐ-BKHCN of 2024 announcing the national standard issued by the Minister of Science and Technology, attached with National Standard TCVN 13973:2024 on Hot and cold water dispensers – Energy efficiency, has been effective since April 10, 2024.
