I. ENERGY LABEL – ENERGY LABELING DEFINITION

An Energy Label is a sticker on an equipment that provides useful information to the consumer about that equipment’s energy consumption. In Vietnam, there are two types of labels: the confirmation label (triangle-shaped) and the comparative label (rectangle-shaped).

The Energy Labeling initiative is part of the Vietnam – National Energy Efficiency Program (VNEEP), implemented by the General Department of Energy – Ministry of Industry and Trade in accordance with Decision No. 79/2006/QĐ-TTg of the Prime Minister, dated April 14, 2006. This program aims to help enterprises and individuals save money and protect the environment through the use of high-efficiency equipment.

In the first three years of implementation, the General Department of Energy – Ministry of Industry and Trade supported the energy labeling of 7,289 products, contributing to the phase-out of outdated equipment and saving energy in both the residential and industrial sectors.

II. THE IMPORTANCE OF ENERGY LABELING

– Since the ‘Law on the Economical and Efficient Use of Energy’ came into effect on January 1, 2011, numerous implementing regulations such as decrees, decisions, and circulars have been issued, specifying the methods for implementing Energy Labeling. In Decision 04/2017/QĐ-TTg, the Prime Minister also specified the list of products required to carry an Energy Label. Furthermore, under Circular 36/2016/TT-BCT, the Ministry of Industry and Trade regulates the Energy Labeling for energy-consuming machines and equipment. Therefore, applying Energy Labels to products on the mandatory list is to act in accordance with the law for enterprises.

– Furthermore, the Energy Labeling initiative is an effective measure to guide the use of high-efficiency machines and equipment, moving towards the gradual restriction of equipment with outdated technology, thereby contributing to the reduction of energy consumption in production.

For enterprises that perform Energy Labeling operations, the immediate benefit is an increase in product sales, thereby increasing revenue. Simultaneously, enterprises that manufacture energy-saving products will be entitled to financial incentives as stipulated by the State. In the long term, implementing Energy Labeling is an opportunity for enterprises to promote their brand and solidify their reputation in the market.

III. ENERGY LABEL CATEGORIES

1. Confirmation Energy Label

a) Definition

A Confirmation Energy Label is a label that displays the ‘Energy Saving’ symbol (also known as the Vietnam Energy Star), which is affixed to machines and equipment circulating on the market when these products have an energy efficiency level that meets or exceeds the level stipulated by the Ministry of Industry and Trade for each respective period.

c) Size

A Confirmation Energy Label includes:

– The maximum size must not exceed the surface area of the product (so that the label is not folded when affixed to the product).

– The minimum size must have a height of not less than 1 cm to 2 cm (so that the product user can clearly identify the information on the Confirmation Energy Label).

2. Comparative Energy Label

a) Definition

The Comparative Energy Label is a label affixed to machines and equipment on the market to provide consumers with information about the energy efficiency of these products compared to other similar products on the market, helping consumers select products with more economical energy consumption.

The Energy Efficiency Level is defined differently corresponding to five energy efficiency grades, which correspond to the number of stars printed on the label, from one star to five stars; the five-star label indicates the best efficiency.

c) Size

A Comparative Energy Label includes:

– The maximum size must not exceed the surface area of the product (so that the label is not folded when affixed to the product).

– The minimum size must have a height of not less than 3 cm (so that the product user can clearly identify the information on the Comparative Energy Label).

d. Information Displayed on Labels

The Comparative Energy Label includes the following essential required information:

– Section Displaying the Energy Savings Rating Index: The energy efficiency level is defined differently corresponding to five energy efficiency grades, which correspond to the number of stars printed on the label, from one star to five stars; the five-star label indicates the best efficiency.

– Manufacturer: The brand name of the product from the supplying factory.

– Product Name/Code: The model name of the products registered for Energy Labeling by the enterprise, as shown in the Energy Labeling Decision from the Ministry of Industry and Trade.

– Declaration Code: This is a code issued by the Ministry of Industry and Trade (MOIT). For each different product, there will be a default code accompanied by a Declaration serial number corresponding to each batch of decisions issued by the MOIT.

– Other Information: The Declaration of Energy Label Conformity will display different information depending on the specific product (e.g., applicable TCVN, power rating, origin, energy efficiency, etc.).

3. Highest Energy Efficiency Label

a) Definition

The Highest Energy Efficiency Label is a voluntary label that appeared on the market from 2020 through the ‘Energy Efficiency Award’ program. This label is applied to machines and equipment that have the highest energy efficiency on the market. The Highest Energy Efficiency Label helps consumers identify products with superior energy savings (exceeding the 5-star level under Vietnamese Standards).

The Highest Energy Efficiency Label is issued with an accompanying QR code when the product is circulated on the market. With the QR code, consumers can easily look up information using a smart device. The information displayed when scanning the QR code includes: power rating, energy efficiency, the testing unit, along with technical specifications and suggestions for using the product properly to save energy.

d. Information Displayed on Labels

– The Highest Efficiency Label is affixed to products and equipment on the market when these products and equipment meet or exceed the Highest Energy Efficiency Standard (HEPS) stipulated by the Ministry of Industry and Trade for each respective period.

– The Label includes 2 parts:

  • The triangular section: A triangular star symbol with the words ‘Highest Efficiency’, and an ellipse connected to the star, representing circulation.
  • The rectangular section: Contains a QR code holding information about the product group and the product’s certification year, and a swirling arrow cycle.

– Information displayed on the rectangular label:

  • QR code: This is a code linked to product information, which is issued and has its information protected by the Ministry of Industry and Trade.
  • The Year Number: This indicates the year that the product achieved the ‘Highest Efficiency’ certification.
