QCVN 114:2017/BTTTT, issued together with Circular No. 28/2017/TT-BTTTT of the Ministry of Information and Communications (MIC) on “Electromagnetic compatibility for fixed radio transmission equipment and ancillary equipment,” was promulgated on November 7, 2017. I. APPLICABLE SUBJECTS
Circular No. 28/2017/TT-BTTTT together with QCVN 114:2017/BTTTT applies to Vietnamese and foreign agencies, organizations, and individuals engaged in the production, trade, and operation of fixed radio transmission equipment and ancillary equipment in the fixed service (within the scope of this Technical Regulation) on the territory of Vietnam.
II. MAIN CONTENT OF CIRCULAR NO. 28/2017/TT-BTTTT
Circular No. 28/2017/TT-BTTTT, promulgating the National Technical Regulation on electromagnetic compatibility for fixed radio transmission equipment and ancillary equipment (QCVN 114:2017/BTTTT), was issued by the Minister of Information and Communications on November 7, 2017.
The Chief of Staff, the Director General of the Department of Science and Technology, the Heads of agencies and units under the Ministry of Information and Communications, the Directors of the Departments of Information and Communications of provinces and centrally-run cities, and relevant organizations and individuals are responsible for the implementation of this Circular.
III. MAIN CONTENT OF QCVN 114:2017/BTTTT
QCVN 114:2017/BTTTT was developed based on the ETSI EN 301 489-4 V2.2.1 (2015-05) standard of the European Telecommunications Standards Institute (ETSI). This technical regulation was drafted by the Research Institute of Posts and Telecommunications, appraised and submitted for approval by the Department of Science and Technology, and issued by the Ministry of Information and Communications together with Circular No. 28/2017/TT-BTTTT.
1. Scope of Regulation
This regulation specifies electromagnetic compatibility (EMC) requirements for fixed radio transmission equipment and ancillary equipment in the fixed service. This regulation does not apply to technical specifications related to the antenna ports of radio equipment.
2. Technical Provisions
This regulation specifies the measurement conditions, performance assessment, and performance criteria for fixed radio transmission equipment and ancillary equipment in analog and digital fixed services, such as fixed point-to-point and point-to-multipoint systems.
– EMC emission includes general requirements for EMC emission at the ports of radio equipment and/or associated ancillary equipment and specific conditions (as specified in Table 1) related to EMC emission measurements specified in QCVN 18:2022/BTTTT (replacing QCVN 18:2014/BTTTT) and in the sections on measurement conditions (2.3) and performance assessment (2.4) of this regulation.

2.1.4. Limits; DC mains power input/output ports

– Immunity includes general requirements for EMC immunity at the ports of radio equipment and/or associated ancillary equipment and specific conditions (as specified in Table 2) relating to the immunity test methods and performance criteria specified in QCVN 18:2022/BTTTT (replacing QCVN 18:2014/BTTTT) and the Performance criteria (2.5) of this regulation.

– Measurement conditions include the following regulations:
- General regulations include: Measurement conditions and configurations, Emission measurements, Immunity measurements;
- Arrangement of test signals applies A.2 of Appendix A (from A.2.1 to A.2.3) of QCVN 18:2022/BTTTT;
- Exclusion bands apply A.2.4 of Appendix A of QCVN 18:2022/BTTTT.
– Performance assessment includes:
- General requirements apply Appendix B of QCVN 18:2022/BTTTT;
- Equipment capable of providing a communications link: The assessment and test signals as in the measurement conditions (section 2.3 of this regulation) apply to radio equipment or radio equipment combined with ancillary equipment that allows a communications link to be established;
- Equipment incapable of providing a communications link (see 2.5 on performance criteria) such as protection switching equipment, or ancillary equipment tested independently, (i.e., not connected to radio equipment), must clarify the testing method to determine the performance level or acceptable performance degradation during and/or after the measurement process. Additionally, a method must be provided to assess the performance degradation of the equipment;
- Ancillary equipment applies Appendix B.4 of QCVN 18:2022/BTTTT;
- Equipment classification: Radio connection equipment in this regulation is only used for fixed use and uses AC or DC power. Therefore, emission measurements and immunity testing only apply the requirements for radio equipment and ancillary equipment used for fixed use (see further in QCVN 18:2022/BTTTT).
– Performance criteria include the following criteria:
- Performance criteria for continuous phenomena applied to transmitters (CT) and receivers (CR) apply Appendix C.1 of QCVN 18:2022/BTTTT;
- Performance criteria for transient phenomena applied to transmitters (TT) and receivers (TR) apply Appendix C.2 of QCVN 18:2022/BTTTT;
- Specific performance criteria regulated for each type such as Digital signal ports, Analogue voice frequency signal ports, Ethernet and packet data interfaces, Synchronization interfaces (including performance criteria for continuous and transient phenomena), Service and maintenance interfaces; Remote alarm interfaces;
- Performance criteria for ancillary equipment tested independently apply Appendix C.4 of QCVN 18:2022/BTTTT.
3. Management regulations
Radio transmission equipment in the fixed service and associated ancillary equipment within the scope of regulation specified in the scope of regulation (Clause 1.1) must comply with the technical regulations in this Technical Regulation.
IV. EFFECT OF IMPLEMENTATION
Circular No. 28/2017/TT-BTTTT together with QCVN 114:2017/BTTTT takes effect from July 1, 2018.
