Scope of Application:

Based on Decision No. 14/2023/QĐ-TTg, Appendix I stipulates the testing standard for energy efficiency of LED road and street lighting luminaires is:

  • TCVN 12666:2019 Regarding LED road and street lighting luminaires – Energy efficiency (applicable from April 1, 2025)

An excerpt from Section 1 (Scope of application) of TCVN 12666:2019 stipulates: “This standard specifies the energy efficiency levels for LED road and street lighting luminaires, with a power of 20 W or greater, including those with a separate power supply controller.”

If LED road and street lighting luminaires have a power of less than 20W, they fall under the voluntary energy labeling program and are not required to perform declaration and labeling.

Technical requirements:

The Test Report for Road and Street Lighting Luminaires must be evaluated according to technical requirements for performance and energy efficiency values with their corresponding power:

(1) Based on TCVN 12666:2019, LED road and street lighting luminaires must meet performance requirements such as: Initial power, Initial luminous flux, Energy efficiency, Color rendering index (CRI), Luminous flux maintenance factor, Lifetime, and Luminous distribution.

(2) The energy efficiency levels for LED road and street lighting luminaires, corresponding to different power ranges, are specified in the 2 following tables:

The Test Report for Road and Street Lighting Luminaires with a power greater than or equal to 20 W and less than or equal to 90 W must adhere to the regulations in the table below:
