1. Scope of Application

Based on Decision No. 14/2023/QD-TTg, Appendix I specifies the standard for Energy Efficiency Testing for Storage Water Heaters:

TCVN 7898:2018 on Storage Water Heaters – Energy Efficiency (applicable from April 01, 2025)

Quoting from Section 1 (Scope of application) of TCVN 7898:2018 regarding the energy efficiency of water heaters: “This standard applies to electric storage water heaters (hereinafter referred to as water heaters) for household and similar purposes with a capacity up to 50 liters.”

Accordingly, this standard does not apply to: Appliances for heating water for drinking; water heaters using other energy sources (e.g., solar energy); water heaters with multiple heating volumes; water heaters without a thermal insulation system; water heaters with heat pump-type heating systems…

2. Technical Requirements

Based on TCVN 7898:2018, storage water heaters must meet technical requirements for Energy Efficiency Testing for Storage Water Heaters, including:

Safety requirement: Water heaters must ensure safety according to TCVN 5699-2-21:2013 (IEC 60335-2-21:2012).
Energy efficiency requirement: The Minimum Energy Performance Standard (MEPS) for water heaters is determined according to the actual capacity of the water heater by the following equation:

R_m_in = -0,001Q + 0,1066

Note:

R_m_in is the minimum energy efficiency;
Q is the actual capacity of the water heater, approximately estimated to the nearest 0.1 l.

The energy efficiency levels are specified in the Table below. Level 1 is the lowest level, corresponding to the minimum energy efficiency. Level 5 is the highest energy efficiency level.
