1. Scope of Application

Based on Decision No. 14/2023/QĐ-TTg, Appendix I specifies the standard for Energy Efficiency Testing for Printers:

TCVN 9509:2012 On Printers – Energy Efficiency (applicable from July 15, 2023)

Quoting from Section 1 (Scope of Application) of TCVN 9509:2012: “This standard applies to standard-format printers. This standard applies to equipment that performs the multiple functions of photocopiers, fax machines, and scanners. This standard does not apply to large-format printers and specialized printers with speeds greater than or equal to 60 ipm.

This standard specifies the minimum energy efficiency value and the method for determining the power consumption of printers in off mode.”

2. Terms and Definitions

This standard uses the terms and definitions from IEC 62301:2011 and the following:

Standard Format Printer

A printer designed for standard paper sizes (A4, B4, A3, etc.). These printers are also capable of printing on smaller paper sizes. However, this definition excludes printers designed for large paper sizes (A2 or larger) or those specifically designed for small paper sizes.

Printer Speed

The specified speed of the printer, taken as the printing speed for a monochrome image. Generally, one A4 page printed single-sided in one minute is counted as one image per minute (ipm). The printer speed must be converted to ipm and rounded to the nearest integer.

Off Mode

The printer’s mode when it is powered down manually or automatically via a power switch, but remains plugged into the mains.

Minimum Energy Performance Standard (MEPS)

The specified maximum power consumption allowed for the printer while in off mode.
