A Very Thorough Guidance on Energy Efficiency Testing for Notebook Computers/ Laptops

1. When is it mandatory for businesses to conduct Declaration of Energy Labeling and Energy Efficiency Testing for Notebook Computers/ Laptops?

This is based on the minimum Energy Efficiency levels stipulated for the list of means and equipment required to bear Energy Labels, according to regulations and the implementation roadmap (Decision No. 04/2017/QD-TTg).

Clause 2, Article 1 of Decision No. 04/2017/QD-TTg clearly states that Notebook Computers / Laptops are included in the list of means and equipment that must bear energy labels and adhere to minimum energy efficiency.

Quoting Point c, Clause 2, Article 2 of Decision No. 04/2017/QD-TTg, which regulates the energy labeling roadmap: “Implement voluntary energy labeling for notebook computers until the end of December 31, 2019”

Quoting Point d, Clause 2, Article 2 of Decision No. 04/2017/QD-TTg, which regulates the energy labeling roadmap: “Implement mandatory energy labeling for notebook computers from January 01, 2020.”

=> This signifies that businesses were permitted to conduct voluntary Energy Efficiency Testing and Energy Labeling for Notebook Computers / Laptops through December 31, 2019. Beginning January 1, 2020, businesses are mandatorily required to conduct Energy Efficiency Testing and Declaration of Energy Labeling for Notebook Computers/ Laptops.

2. Does the Ministry of Industry and Trade (MOIT) provide guidance for businesses on implementing Energy Efficiency Testing and Declaration of Energy Labeling for Notebook Computers/ Laptops?

On April 19, 2019, the Ministry of Industry and Trade issued Decision No. 973/QD-BCT, the “Decision on the Announcement of energy efficiency standards applicable to the energy labeling program for Notebook Computer/ Laptop products.”

Therein, the Ministry of Industry and Trade announced the application of standard TCVN 11848:2017 (Notebook computers – Energy efficiency) for the energy labeling program concerning notebook computer products.

On May 24, 2023, the Prime Minister issued Decision No. 14/2023/QD-TTg, replacing Decision No. 24/2018/QD-TTg, with the content: “Promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built”. This decision came into effect on July 15, 2023.

According to Decision No. 14/2023/QD-TTg, notebook computers must be tested and declared in accordance with the new standard – TCVN 11848:2021 regarding Notebook computers – Energy efficiency, which will officially be enforced on April 01, 2025.

Consequently, as of April 01, 2025, the Government will prohibit the import, production, and trade of low-efficiency equipment (meaning energy efficiency that does not meet the minimum energy efficiency levels specified in the aforementioned National Standards – TCVN).

3. Which types of Notebook Computers / Laptops / Tablets fall under the scope of the National Energy Labeling Program?

Based on TCVN 11848:2021 (Notebook computers – Energy efficiency), Section 1 defines the scope of application as: “This standard specifies energy efficiency levels and methods for determining energy consumption for notebook computers, two-in-one notebook computers, all-in-one notebook computers, tablets, mobile workstations, and are collectively referred to as notebook computers in this standard.”

Quoting from TCVN 11847 (IEC 62623:2012), which stipulates:

3.1) Notebook computer:

“A computer specifically designed to be portable and operable for extended periods with or without a direct connection to an AC mains electricity supply. The notebook computer uses an integrated screen and is capable of operating from an integrated battery. In addition, most notebook computers use an EPS or AC adapter and have an integrated keyboard and pointing device. Notebook computers are typically designed to provide similar functionality to desktop computers, including running software with similar functionality as used on desktop computers. In this standard, a docking station is considered an accessory and should therefore not be considered part of the EUT.”

3.2) Tablet:

A tablet, which may use a touchscreen in conjunction with, or as a replacement for, other input devices, is considered a notebook computer in this standard. Small-sized notebook computers, often identified by a smaller screen size (with limitations) and smaller base memory size, are also considered notebook computers in this standard.”

=> In simple terms, Notebook Computers/ Laptops covered by the energy labeling program include all types of portable computers, encompassing small-sized notebook computers and Tablets, which may utilize a touchscreen in conjunction with, or as a substitute for, other input devices, and are considered notebook computers within this standard.

4. Which Testing laboratories are designated by the Ministry of Industry and Trade to perform Energy Efficiency Testing for Notebook Computers/ Laptops?
