1. When is it mandatory for businesses to conduct Energy Efficiency Testing for Televisions and Declaration of Energy Labeling for Televisions?

Based on the regulation on the list of means and equipment required to have energy labels, application of minimum Energy Efficiency levels, and implementation roadmap (Decision No. 51/2011/QD-TTg).

  • In Clause 1, Article 1, Decision No. 51/2011/QD-TTg, it is clearly stated that Televisions / Televisions belong to the List of means and equipment that must have energy labels and apply minimum energy efficiency.
  • Quoting Point a, Clause 1, Article 2 of Decision No. 51/2011/QD-TTg, which regulates the roadmap for energy labeling: “Voluntary energy labeling is encouraged until the end of December 31, 2012”
  • Quoting Point d, Clause 2, Article 2 of Decision No. 51/2011/QD-TTg, which regulates the roadmap for energy labeling: “From January 01, 2013, implement mandatory energy labeling”.

Declaration of Energy Labeling for Televisions

Based on the minimum Energy Efficiency level for the list of means and equipment required to have Energy Labels according to regulations and the implementation roadmap (Decision No. 04/2017/QD-TTG).

  • In Clause 1, Article 1, Decision No. 04/2017/QD-TTG, it is clearly stated that Televisions/ Televisions belong to the List of means and equipment that must have energy labels and apply minimum energy efficiency.
  • Quoting Point a, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG, which regulates the roadmap for energy labeling: “Implement mandatory energy labeling for the following household appliances and industrial equipment groups: Tubular fluorescent lamps, self-ballasted lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, rice cookers, electric fans, refrigerators, horizontal-axis washing machines, vertical-axis washing machines, televisions, three-phase distribution transformers, induction motors;”

=> This means that businesses are mandatorily required to conduct Declaration of Energy Labeling for Televisions since January 01, 2013

2. Does the Vietnamese Government have any documents guiding businesses on implementing Energy Efficiency Testing for Televisions and Declaration of Energy Labeling for Televisions?

On May 18, 2018, the Prime Minister issued Decision No. 24/2018/QD-TTg – the Decision on promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built for 18 products, including Television products.

In it, the Prime Minister announced the application of standard TCVN 9536:2012 for the energy labeling program for Television products.

3. Which types of Televisions/ Televisions/ Tablets fall within the scope of application of the National Energy Labeling Program?

Based on TCVN 9536:2012 Televisions – Energy Efficiency, Section 1 specifies the scope of application for Televisions, clearly stating:

“This standard applies to televisions with a rated power of less than 1000 W, comprising a receiver/tuner and a monitor in the same enclosure.

The monitor is typically a cathode-ray tube (CRT), liquid crystal display (LCD) using HCFL, CCFL, LED, etc., technology, plasma display panel (PDP) or other display device and is designed to receive and display broadcast television signals via antenna, satellite or cable.

This standard also applies to combined TV/VCR, TV/DVD, TV/VCR/DVD sets.

This standard does not apply to televisions with computer functions, OCAP, IP and other television receivers with special functions.

This standard specifies the minimum energy efficiency level (maximum power consumption) and energy efficiency classification of televisions”

4. Which Testing Centers are designated by the Ministry of Industry and Trade to conduct Energy Efficiency Testing for Televisions?
