1. When are enterprises mandatorily required to conduct Energy Efficiency Testing?

Based on the List and roadmap for low-efficiency energy-using equipment not permitted for import, manufacture, and trade (Decision No. 14/2023/QĐ-TTg):

In Ordinal Number 1, Section I, Appendix I of Decision No. 14/2023/QĐ-TTg, it is clearly stated that “Desktop computer” is classified under the group of office and commercial equipment. These desktop computers are not permitted for import, manufacture, or trade if their energy efficiency fails to meet the minimum energy efficiency level stipulated in standard TCVN 13371:2021.
Appendix I of Decision No. 14/2023/QĐ-TTg also specifies the implementation roadmap as “From April 1, 2025”.

2. According to which standard is Energy Efficiency Testing for desktop computers conducted?

The national technical standard committee TCVN/TC/E1 Electrical machines and apparatus compiled, the Directorate for Standards, Metrology and Quality proposed, and the Ministry of Science and Technology announced the National Standard TCVN 13371:2021, which guides energy efficiency testing for desktop computers. 3. Which types of desktop computers are mandatorily required to undergo Energy Efficiency Testing?

Based on Decision No. 14/2023/QĐ-TTg, Appendix I stipulates the testing standard is:

TCVN 13371:2021 Desktop computers – Energy efficiency

An excerpt from Section 1 (Scope of application) of TCVN 13371:2021 stipulates:

“This standard specifies the energy efficiency levels and method for determining energy consumption for desktop computers, including integrated computers, which are collectively referred to as desktop computers in this standard.

This standard does not apply to point of sale (POS) computers, workstations, or thin clients.”

4. What technical requirements must Desktop Computers meet to participate in Energy Efficiency Testing?

According to TCVN 13371:2021 – Section 4: Requirements for energy efficiency stipulate:

– System sleep mode activation time: The activation time for the system’s sleep mode must not exceed 30 min.

– Display sleep mode activation time: The activation time for the display’s sleep mode must not exceed 15 min.

– Typical Energy Consumption (Minimum Energy Performance Standard MEPS): The Typical Energy Consumption (TEC) must be less than or equal to the maximum Typical Energy Consumption (TECmax).

5. For Energy Efficiency Testing, how many samples does an enterprise need to bring to the Testing laboratory?

The enterprise must bring a minimum of 01 sample to the Testing laboratory to proceed with the Energy Efficiency Testing for Desktop Computers.

6. Which Testing laboratories are designated by the Ministry of Industry and Trade to conduct Energy Efficiency Testing for Desktop Computers?
