1. When are enterprises mandatorily required to conduct Energy Efficiency Testing?
Based on the List and roadmap for low-efficiency energy-using equipment not permitted for import, manufacture, and trade (Decision No. 14/2023/QĐ-TTg):
- In Ordinal Number 1, Section I, Appendix I of Decision No. 14/2023/QĐ-TTg, it is clearly stated that “Desktop computer” is classified under the group of office and commercial equipment. These desktop computers are not permitted for import, manufacture, or trade if their energy efficiency fails to meet the minimum energy efficiency level stipulated in standard TCVN 13371:2021.
- Appendix I of Decision No. 14/2023/QĐ-TTg also specifies the implementation roadmap as “From April 1, 2025”.
=> This means that enterprises are mandatorily required to conduct Energy Efficiency testing for desktop computers from April 1, 2025, in accordance with standard TCVN 13371:2021.

- TCVN 13371:2021 Desktop computers – Energy efficiency
An excerpt from Section 1 (Scope of application) of TCVN 13371:2021 stipulates:
“This standard specifies the energy efficiency levels and method for determining energy consumption for desktop computers, including integrated computers, which are collectively referred to as desktop computers in this standard.
This standard does not apply to point of sale (POS) computers, workstations, or thin clients.”

– Typical Energy Consumption (Minimum Energy Performance Standard MEPS): The Typical Energy Consumption (TEC) must be less than or equal to the maximum Typical Energy Consumption (TECmax).
