Law No. 70/2025/QH15 Amending and Supplementing Several Articles of the Law on Standards and Technical Regulations

The National Assembly promulgates Law No. 70/2025/QH15 – Law amending and supplementing several articles of the Law on Standards and Technical Regulations. The new regulations will help minimize administrative procedures and overcome overlaps in conformity assessment activities, which cause high costs for enterprises. This Law takes effect from January 01, 2026.

The Law on Standards and Technical Regulations has amended, supplemented, replaced, and abolished the following contents:

Amending and supplementing several articles of the Law on Standards and Technical Regulations

Article 3, Article 5, Article 6, Article 7 (supplementing Articles 7a, 7b), Article 8 (supplementing Articles 8a, 8b, 8c), Article 10 (supplementing Article 10a), Article 11 (supplementing Article 11a), Article 14, Article 16, Article 17, Article 19, Article 20, Article 21, Article 25, Article 26 (supplementing Article 26a), Article 27 (supplementing Article 27a), Article 29, Article 32, Article 33, Article 34 (Clause 2), Article 35, Article 37, Article 39, Article 40, Article 41, Article 44, Article 45, Article 47 (supplementing Clause 5), Article 48, Article 50, Article 51, Article 52, Article 57.

Replacing and abolishing several provisions of the Law on Standards and Technical Regulations

23. Replacing and abolishing certain words and phrases in the following articles, clauses, and points:

a) Replace the word “draft” with the phrase “draft dossier” in Clause 1 and Clause 2 of Article 11, and the title of Article 18;

b) Replace the word “certification” with the word “assessment” in the title of Section 4, Chapter IV;

c) Replace the word “cancel” (hủy bỏ) with the word “abolish” (bãi bỏ) in Point a, Clause 1 of Article 36;

d) Replace the phrase “scientific public service units” with the phrase “science and technology organizations” in Clause 1 of Article 54;

đ) Replace the phrase “Point c, Clause 1 of Article 53” with the phrase “Point đ, Clause 1 of Article 53” in Point c of Clause 1 and Point d of Clause 2, Article 56; replace the phrase “Article 42” in Clause 2 of Article 47 with the phrase “Clause 1, Article 40”;

e) Remove the word “calibration,” in Point a, Clause 1 of Article 56;

g) Replace the phrase “People’s Committees of provinces and centrally-run cities” with the phrase “People’s Committees of provinces and cities” in Clause 3 of Article 34 and Clause 3 of Article 47;

24. Abolish Articles 13, 15, 23, 24, 30, 31, 38, 42, 43, 69, and Chapter VI

Transitional Provisions

In cases where standards or technical regulations have been formulated and appraised but have not yet been announced or promulgated by the effective date of this Law, the formulation of such standards and technical regulations shall continue to be carried out in accordance with the provisions of the Law on Standards and Technical Regulations No. 68/2006/QH11, as amended and supplemented by Law No. 35/2018/QH14.
