Note: Not applicable to Point of Sale (POS) terminals, workstations, or thin clients.

TCVN 9508:2012 – Computer Monitors, also known as Computer Monitors, used for personal desktop computers.

– Equipment designed to be contained in a single housing, containing at least one central processing unit, one input unit, and one output unit, whether or not combined, with or without the integration of one or more functions:

  • Broadband data transmission operating in the 2.4 GHz band;
  • 5 GHz radio access;

5. Important Notes in Import, Manufacturing, and Business Policies

– Enterprises may voluntarily conduct efficiency testing and declare energy labeling for products according to TCVN 13371:2021 before the 2025 deadline.

TCVN 9508:2012 does not apply to certain types of monitors (for details, see Section 1: Scope of Application of TCVN 9508:2012).

– According to Circular No. 30/2011/TT-BCT, Desktop Computers belong to the category of electronic products that must ensure the allowable content limits of certain hazardous chemicals, applying the current IEC 62321 standards.

– Pursuant to Article 5 of Circular No. 02/2024/TT-BTTTT, Desktop Computers listed in Section 1 of Appendix II, integrated with short-range devices (Section 2 of Appendix I, Section 4 of Appendix II) and not integrated with other radio transmission or reception equipment, are exempt from conformity certification and declaration if they simultaneously meet the following requirements:

  • Imported for the internal use of the importing organization or individual;
  • Imported with a maximum of 3 (three) products per category in the shipment;
  • Products have operating frequency bands and technical specifications that comply with the technical and operational conditions stipulated in Circular No. 08/2021/TT-BTTTT.

=> Exempt from conformity certification and declaration of conformity.

– Additionally, pursuant to Article 5 of Circular No. 02/2024/TT-BTTTT, Desktop Computers that simultaneously meet the following requirements:

  • Imported with a maximum of 3 (three) products per category in the shipment;
  • A written commitment is provided stating that the product complies with part or all of the technical regulations involving destructive testing, and the importer assumes full responsibility for the safety of the imported products and goods.

=> Exempt from conformity certification and declaration of conformity for QCVN 101:2020/BTTTT, QCVN 132:2022/BTTTT, and the specific sections of technical regulations that require destructive testing.
