Comprehensive Compilation of Legal Regulations for DVB-T2 Televisions in Vietnam

– Official Letter No. 7750/BCT-TKNL dated November 3, 2023, issued by the Ministry of Industry and Trade (MOIT), promulgating the list of Vietnamese Standards applied for Energy Efficiency Testing;

– Decision No. 04/2017/QD-TTg dated March 9, 2017, issued by the Prime Minister, stipulating the list of means and equipment subject to mandatory Energy Labeling, the application of the Minimum Energy Efficiency Level, and the implementation roadmap;

– Circular No. 36/2016/TT-BCT dated December 28, 2016, issued by the Ministry of Industry and Trade (MOIT), regulating energy labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade (MOIT);

– Decision No. 1725/QD-BCT dated July 1, 2024, issued by the Ministry of Industry and Trade (MOIT), on the promulgation of the list of imported goods subject to Energy Efficiency Inspection and Energy Labeling;

– Decision No. 14/2023/QD-TTg dated May 24, 2023, issued by the Prime Minister, promulgating the list and roadmap for energy-using means and equipment subject to elimination and low-efficiency power generating units not allowed to be newly built;

– Circular No. 30/2011/TT-BCT dated August 10, 2011, issued by the Ministry of Industry and Trade (MOIT), providing temporary regulations on the permissible limit content of certain hazardous chemicals in electrical and electronic products;

– Circular No. 24/2022/TT-BTTTT – QCVN 132:2022/BTTTT dated November 30, 2022, issued by the Ministry of Information and Communications (MOIC), on electrical safety for telecommunications and information technology terminal equipment;

– Circular No. 08/2021/TT-BTTTT dated October 14, 2021, issued by the Ministry of Information and Communications (MOIC), regulating the list of radio equipment exempted from frequency licensing (for frequency cross-reference);

– Decree No. 74/2018/ND-CP dated May 15, 2018, and Circular No. 15/2018/TT-BTTTT dated November 15, 2018, regulating procedures for state quality inspection of imported goods;

– Circular No. 30/2011/TT-BTTTT, issued by the Ministry of Information and Communications (MOIC), regulating conformity certification and conformity declaration for specialized information and communication technology products and goods;

– Circular No. 10/2020/TT-BTTTT dated May 7, 2020, issued by the Ministry of Information and Communications (MOIC), amending and supplementing several contents of Circular No. 30/2011/TT-BTTTT;

– Circular No. 15/2018/TT-BTTTT dated November 15, 2018, issued by the Ministry of Information and Communications (MOIC), amending and supplementing Circular No. 30/2011/TT-BTTTT.

– Circular No. 07/2013/TT-BTTTT dated March 18, 2013, issued by the Ministry of Information and Communications (MOIC), regulating the time point for integrating Digital Terrestrial Television reception functionality into television receivers manufactured and imported for use in Vietnam.

– Certain large-sized monitors (without integrated television reception functionality) are not classified as televisions => the above regulations do not apply.

• TCVN 9536:2012 (Applicable from January 1, 2013, to March 31, 2025);
• TCVN 9536:2021 (Applicable from April 1, 2025).

Permissible limit content of certain hazardous chemicals in electrical and electronic products:

• IEC 62321: Electrical technical products – Determination of the levels of six regulated chemical substances.

• QCVN 54:2020/BTTTT (Wi-Fi 2.4 GHz);
• QCVN 65:2021/BTTTT (Wi-Fi 5 GHz).

b. Technical Regulations on Electromagnetic Compatibility (EMC)

• QCVN 112:2017/BTTTT (EMC Emission, Immunity – EMS of Wi-Fi Modules);
• QCVN 118:2018/BTTTT (EMI).

c. Technical Regulation on DVB-T2 Television Signal Decoding

• QCVN 63:2020/BTTTT (DVB-T2 Receiver);

d. Technical Regulation on Electrical Safety for Information Technology Terminal Equipment

• QCVN 132:2022/BTTTT (Mandatory application from January 1, 2024).

– Pursuant to Circular 30/2011/TT-BTTTT, DVB-T2 Televisions are on the list of electronic products that must ensure the permissible limit content of certain hazardous chemicals, applying the current standard IEC 62321.

– Certain large-sized monitors (without integrated television reception functionality) are not classified as televisions $\implies$ the above regulations do not apply.

– Pursuant to Article 5 of Circular 02/2024/TT-BTTTT, DVB-T2 Televisions integrated with short-range radio equipment (belonging to Clause 2, Appendix I, or Clause 4, Appendix II) and without integration of other radio transmitting/receiving devices, satisfy the following requirements simultaneously:

• Imported for use by the importing organization or individual itself;
• Maximum import of 03 products of each type per shipment;
• The product’s operating frequency band and technical parameters meet the technical and exploitation conditions stipulated in Circular No. 08/2021/TT-BTTTT.

⇒ They are exempted from Conformity Certification and Conformity Declaration.

– Pursuant to Article 5 of Circular 02/2024/TT-BTTTT, imported DVB-T2 Televisions satisfy the following requirements simultaneously:

• Maximum import of 03 products of each type per shipment;
• There is a written commitment that the product/goods comply with part/all of the technical regulations that require destructive sample testing, and the importer bears full responsibility for the safety of the imported product/goods.

⇒ They are exempted from Conformity Certification and Conformity Declaration for QCVN 101:2020/BTTTT, QCVN 132:2022/BTTTT, and the content of technical regulations that require destructive sample testing.
