Electrical plugs are the components that directly connect electrical equipment to the power grid, found in nearly all electrical systems in homes, offices, schools, hospitals, and various other civil constructions. During use, electrical plugs are in direct contact with the power source and are subject to frequent plugging and unplugging, posing potential safety risks if technical requirements are not met. Therefore, Legal Regulations for Electrical Plugs in Vietnam have been enacted to control product quality and ensure consumer safety.

Table 1: Testing Requirements for Electrical Plugs

I. What is an Electrical Plug?
An electrical plug is an electrical device used to connect power-consuming equipment to the mains power supply via a socket-outlet, allowing for flexible plugging and unplugging during use. A plug typically consists of an insulating shell and metal contact pins, which may be two-pin or three-pin (earthed) types, designed according to specific technical standards to ensure stable electrical contact and operational safety.

As these devices are in direct contact with the power source and are used frequently in daily life—especially with household and office appliances—any failure to meet technical requirements can lead to risks such as leakage, overheating, short circuits, or contact hazards. Consequently, businesses importing, manufacturing, or distributing these items must clearly understand the Legal Regulations for Electrical Plugs in Vietnam to ensure products meet all legal procedures before market circulation.

| MINISTRY OF SCIENCE AND TECHNOLOGY | |
| Types of Electrical Plugs within the Scope of Application | Electrical plugs for household use with a rated current not exceeding 32 A must undergo testing according to QCVN 25:2025/BKHCN as required by the Legal Regulations for Electrical Plugs in Vietnam, when falling under one of the following two HS codes:
|
4. Currently Effective Regulations/Standards
| MINISTRY OF SCIENCE AND TECHNOLOGY | |
| Currently Effective Regulations/Standards | QCVN 25:2025/BKHCN stipulates that electrical plugs for household use with a rated current not exceeding 32 A must meet the technical requirements of the following standards as part of the Legal Regulations for Electrical Plugs in Vietnam:
|
5. Important Notes in Import, Manufacturing, and Business Policies
| MINISTRY OF SCIENCE AND TECHNOLOGY | |
| Important Notes in Import, Manufacturing, and Business Policies | – Testing and certification must be conducted by a designated, registered, or accredited testing and certification body recognized by the Ministry of Science and Technology.
– Enterprises manufacturing or importing domestic electrical plugs with a rated current not exceeding 32 A, after obtaining regulation conformity certification, must register their Declaration of Regulation Conformity at the local Department of Standards, Metrology, and Quality where their business is registered before circulating products on the market. This is a mandatory step under the Legal Regulations for Electrical Plugs in Vietnam. – Certification according to Method 1: Type testing; the Certificate of Conformity is valid for no more than 3 years. Representative samples are collected by the Certification Body or by the client following the Certification Body’s guidance and then submitted to the Certification Body. – Accurate HS code identification is essential to determine correct tax rates and avoid administrative penalties. – Import tax is a mandatory obligation that must be fulfilled to the State. |
