The hair dryer is an ubiquitous household electrical appliance, essential for quick drying and effective hair styling. Today’s market is characterized by diverse models, capacities, and advanced features—such as fast drying, cool air functions, ion technology, and specialized styling attachments. While this variety benefits consumers, the increasing complexity and direct contact use necessitate strict adherence to the Legal Regulations for Hair Dryers in Vietnam, placing rigorous safety and technical compliance demands on manufacturers and importers.

1. What is a Hair Dryer?
The hair dryer is an electrical appliance designed to dry and style hair using controlled hot or cool airflow. Core components include the fan motor, heating element, and insulated casing. Advanced models incorporate features like temperature sensors, ion technology, and specific styling nozzles to regulate heat and airflow, mitigating the risk of thermal damage.
Given the wide range of models—from personal household use to high-power professional salon equipment—enterprises must ensure every product meets the mandatory safety and performance standards. Compliance with the Legal Regulations for Hair Dryers in Vietnam is therefore non-negotiable before any manufacturing, import, or market circulation can take place.

| Ministry of Science and Technology | |
| Important Notes | – Testing and certification must be carried out by a testing and certification organization designated, registered, or recognized by the Ministry of Science and Technology (MOST).
– Domestic enterprises manufacturing or importing hair dryers in Vietnam, after obtaining conformity certification, must register the declaration of conformity at the local Sub-Department of Standards, Metrology, and Quality (STAMEQ) where the enterprise is registered, before circulating the product in the market. Specifically:
– The Certificate of Conformity is valid for no more than 3 years. The enterprise must retain records for no less than 10 years from the date the last product of the registered type/model was shipped. – Additional requirements may apply to hair dryers designed for use in vehicles, ships, or aircraft. – Used hair dryers are prohibited from import. – Import tax must be fulfilled when completing hair dryer import procedures. Enterprises should request a Certificate of Origin (C/O) from the exporter to benefit from special preferential import tax rates. |
Thorough understanding and compliance with the Legal Regulations for Hair Dryers in Vietnam is not merely a legal prerequisite for market circulation; it is a critical factor for enterprises seeking to safeguard their reputation, significantly minimize legal risks, and boost competitiveness. Therefore, businesses must ensure complete adherence to all current regulations and maintain a proactive approach by regularly updating their knowledge of changes in the legal framework, thereby ensuring product safety and meeting all quality management demands.
