I. WHAT IS A WI-FI TRANSCEIVER?
A Wi-Fi transceiver (Wi-Fi receiving and transmitting equipment) is a networking device designed to receive Wi-Fi signals (from a Wi-Fi Modem or transmitter) and rebroadcast those signals to allow other devices to connect to the Internet. These devices come in various types and models, the most common being the Wi-Fi Router (router) which connects wired and wireless networks, the Access Point (wireless access point or Wi-Fi transmitter/modem) which creates a local wireless network, and the Wi-Fi Repeater (extender) which expands the coverage of an existing network.
The Wi-Fi Router is the most widely used, capable of connecting wired or wireless networks to transmit data between devices. This equipment enables mobile phones, desktops, tablets, and other devices to connect to the Internet. A router is an electronic device that interconnects multiple computer networks via wireless (Wi-Fi, 4G/5G) or wired (LAN) connections.
In a network system, the Router acts as the connection coordination center, while Access Points and Repeaters function to expand and maintain signal quality. All these devices fall under the category of radio frequency receiving and transmitting equipment; therefore, they must undergo testing and conformity declaration according to the Legal Regulations for WiFi Routers in Vietnam under the jurisdiction of the Ministry of Information and Communications before being circulated on the market.

– Circular No. 02/2024/TT-BTTTT dated March 29, 2024, of the Ministry of Information and Communications (formerly managed under relevant authorities) stipulating the list of products and goods subject to mandatory conformity certification and/or declaration of conformity under the responsibility of the MIC;
– Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Ministry of Information and Communications (now aligned with MOST management) stipulating the operating frequencies and transmitting power of short-range radio transceiver features integrated into laptops;
– Circular No. 06/2020/TT-BKHCN dated December 10, 2020, of the Ministry of Science and Technology providing guidelines and measures for the implementation of Decree No. 132/2008/NĐ-CP, No. 74/2018/NĐ-CP, No. 154/2018/NĐ-CP, and No. 119/2017/NĐ-CP;
– Consolidated Document No. 02/2020/VBHN-BTTTT dated August 11, 2020, of the Ministry of Information and Communications (now aligned with MOST management) consolidating Circulars on conformity certification and declaration of conformity for specialized information technology and communications products and goods;
– Circular No. 10/2020/TT-BTTTT dated July 01, 2020, of the Ministry of Information and Communications (now aligned with MOST management) stipulating the methods for conformity certification and declaration of conformity for products managed by the MIC;

3. Requirements/Licenses for Implementation

5. Date of Mandatory Application
According to Circular No. 20/2011/TT-BTTTT, which stipulates the list of products and goods potentially causing unsafety under the management responsibility of the Ministry of Information and Communications (now aligned with Ministry of Science and Technology protocols), Wi-Fi transceiver equipment has been required to comply with national technical regulations and corresponding quality management regulations since August 15, 2011.

7. Important Notes on Import, Production, and Business Policies
– Regarding QCVN 54:2020/BTTTT and QCVN 65:2021/BTTTT: The enforcement of technical requirements under extreme/limit conditions is suspended until June 30, 2025, for products and goods that are not Wi-Fi transceivers (Wi-Fi Modems, Wi-Fi routers) with HS code 8517.62.51, but which have integrated Wi-Fi functionality.
– The Ministry of Information and Communications (currently aligned with Ministry of Science and Technology management) updates the List of Group 2 goods periodically (including product lists and corresponding technical regulations). Enterprises importing or manufacturing Wi-Fi transceiver equipment must regularly monitor and update themselves with new information to ensure that products always satisfy technical regulations and current management requirements.
Understanding and complying with the Legal Regulations for WiFi Routers in Vietnam is not only a mandatory requirement for products to be permitted for circulation on the Vietnamese market but also a key factor in helping enterprises protect their reputation, minimize legal risks, and enhance competitiveness.
