Pursuant to the Minimum Energy Efficiency Level for the list of means and equipment subject to mandatory Energy Labeling according to regulations and the implementation roadmap (Decision No. 04/2017/QD-TTG);

Pursuant to Circular No. 36/2016/TT-BCT Regulating energy labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade (MOIT);

Pursuant to Decision No. 1182/QD-BCT Decision on the promulgation of the list of imported goods (with HS codes) subject to specialized inspection under the management responsibility of the Ministry of Industry and Trade (MOIT):

Starting from January 1, 2020, when importing Laptop/Notebook Computers, enterprises are mandatory to perform Energy Efficiency Testing for Laptop/Notebook Computer products.

The steps for carrying out the Energy Efficiency Testing Procedure for Laptop/Notebook Computers for Individual Customers are specifically as follows:

Step 1: Register for Energy Efficiency Testing for Laptop/Notebook Computer products using the official form:

Please fill in and complete the product information on the Test Registration Form for the Laptop/Notebook Computer product according to the template.

Step 2: Contact Phuc Gia Testing, Inspection, and Certification Center to receive the official test registration form with signature and seal:

After completing the information, please send the test registration file to Phuc Gia Testing, Inspection, and Certification Center for consultation support.
Phuc Gia Testing, Inspection, and Certification Center will issue the hard copy of the Test Registration Form with signature and seal.

Step 3: Submit the hard copy of the Test Registration Form mentioned above to the responsible Customs Department for temporary customs clearance (to bring the goods in for testing);

Step 4: The customer sends the sample to Phuc Gia Laboratory Corporation (Phuc Gia®) to perform Energy Efficiency Testing (product quality inspection);

If the test Meets the Minimum Energy Efficiency Level, Phuc Gia® will notify and issue the hard copy of the test result and send it to the Customer.

Step 5: The customer submits the hard copy of the test certificate to the responsible Customs Department for final customs clearance.
