To manage Lithium batteries for portable devices such as phones, tablets, and laptops in accordance with reality and international standards, it is necessary to develop and update new technical regulations aligned with global technological developments. Recognizing this, on July 9, 2020, the Ministry of Information and Communications issued Circular No. 15/2020/TT-BTTTT accompanied by QCVN 101:2020/BTTTT (revised from QCVN 101:2016/BTTTT), which took effect on July 1, 2021. This demonstrates the government’s focus and commitment to ensuring safety and performance in the use of these battery types.

I. SUBJECTS OF APPLICATION OF CIRCULAR NO. 15/2020/TT-BTTTT AND QCVN 101:2020/BTTTT
Circular 15/2020/TT-BTTTT (accompanied by QCVN 101:2020/BTTTT) applies to Vietnamese and foreign organizations and individuals engaged in manufacturing and business activities of Lithium batteries for portable equipment within the scope of this Regulation in the territory of Vietnam.
II. MAIN CONTENT OF CIRCULAR NO. 15/2020/TT-BTTTT
- The National Technical Regulation on Lithium batteries for portable equipment (QCVN 101:2020/BTTTT) is issued together with this Circular.
- Circular No. 07/2016/TT-BTTTT dated March 17, 2016, of the Minister of Information and Communications promulgating the “National Technical Regulation on Lithium batteries for portable equipment” shall cease to be effective as of July 1, 2021.
- The Chief of Staff, the Director General of the Department of Science and Technology, heads of agencies and units under the Ministry of Information and Communications, Directors of Departments of Information and Communications of provinces and centrally-run cities, and relevant organizations and individuals are responsible for implementing this Circular.
III. MAIN CONTENT OF QCVN 101:2020/BTTTT
This Regulation includes the minimum technical requirements serving as the technical basis for the management and quality assessment of Lithium batteries for portable equipment, including detached Lithium batteries or those installed in mobile phones, tablets, and laptops.
(*) Note: The Regulation does not apply to detached Lithium batteries which are power banks.
In particular, some contents changed or supplemented in QCVN 101:2020/BTTTT are as follows:
- Supplementing information that the Regulation does not apply to detached Lithium batteries which are power banks.
- QCVN 101:2020/BTTTT is revised based on documents IEC 61960-3:2017 and TCVN 11919-2:2017 (IEC 62133-2:2017).
- Adding safety testing criteria including vibration tests and shock tests.
IV. EFFECTIVENESS OF CIRCULAR 15/2020/TT-BTTTT AND QCVN 101:2020/BTTTT
Circular 15/2020/TT-BTTTT (accompanied by QCVN 101:2020/BTTTT) took effect from July 1, 2021 (after the cessation of QCVN 101:2016/BTTTT).
