QQCVN 47:2015/BTTTT – National Technical Regulation on Radio Frequency Spectrum and Radiation for Radio Transceiver Equipment was issued by the Ministry of Information and Communications on May 29, 2015. This is an essential document directly concerning organizations and enterprises engaged in the business, production, and import-export of such equipment, which must be complied with and implemented accordingly.

I. APPLICABLE SUBJECTS
QCVN 47:2015/BTTTT was drafted by the Authority of Radio Frequency, appraised and submitted by the Department of Science and Technology, and issued by the Ministry of Information and Communications under Circular No. 12/2015/TT-BTTTT. It applies to Vietnamese and foreign organizations and individuals involved in the production and business of equipment within the scope of this Regulation on Vietnamese territory.
This Regulation applies to certification of conformity and declaration of conformity activities in cases where radio transmitting and receiving equipment operating in the frequency range from 9 kHz to 40 GHz (as specified in the scope of application) does not yet have its own specific technical regulation.
II. MAIN CONTENT OF QCVN 47:2015/BTTTT
QCVN 47:2015/BTTTT replaces the previously issued QCVN 47:2011/BTTTT. The technical regulations and measurement methods in this regulation are consistent with the ITU Radio Regulations (2012).
1. Scope of Regulation
This regulation specifies technical requirements for spectrum and emissions for radio transmitting and receiving equipment operating in the frequency range from 9 kHz to 40 GHz.
2. Technical Regulations
Includes requirements for frequency tolerance, spurious emissions, out-of-band emissions, and occupied bandwidth, specifically as follows:
– Frequency Tolerance Requirements: Limits for frequency tolerance applied to equipment transmitters or radio stations are determined according to Table 1 of this regulation. This includes each frequency band type (including the upper limit frequency, excluding the lower limit frequency) and the corresponding station type with its respective frequency tolerance limit. QCVN 47:2015/BTTTT stipulates regulations for the following frequency bands:
- Frequency Band: 9 kHz to 535 kHz
- Frequency Band: 535 kHz to 1 606,5 kHz
- Frequency Band: 1 606,5 kHz to 4 000 kHz (Advertising Radio Stations)
- Frequency Band: 4 MHz to 29,7 MHz
- Frequency Band: 29,7 MHz to 100 MHz
- Frequency Band: 100 MHz to 470 MHz
- Frequency Band: 470 MHz to 2 450 MHz
- Frequency Band: 2 450 MHz to 10 500 MHz
- Frequency Band: 10,5 GHz to 40 GHz
– Spurious Emission Requirements: Limits for spurious emissions of radio transmitters are determined according to Table 2; limits and frequency ranges of the spurious domain are determined as per Appendix C of QCVN 47:2015/BTTTT. These emission levels do not apply to Emergency Position Indicating Radio Beacons (EPIRB), emergency locator transmitters, ship emergency transmitters, lifeboat transmitters, survival craft transmitters, or maritime transmitters when used in emergency situations. Spurious emission levels are determined according to the following reference bandwidths:
- 1 kHz in the frequency range from 9 kHz to 150 kHz;
- 10 kHz in the frequency range from 150 kHz to 30 MHz;
- 100 kHz in the frequency range from 30 MHz to 1 GHz;
- 1 MHz for frequencies above 1 GHz.
- The reference bandwidth for space services is 4 kHz.
- For radar systems, the reference bandwidth is determined according to each specific type of radar (as prescribed in this regulation).
– Occupied Bandwidth Requirements include the following provisions:
- The occupied bandwidth of a radio transmitter must not exceed the assigned frequency band applicable to that equipment.
- Unless otherwise specified, the assigned frequency band is determined by the sum of the necessary bandwidth and twice the frequency tolerance of the radio transmitter.
- The necessary bandwidth of a radio transmitter corresponding to the types of emission is determined as per Appendix B of this Regulation.
3. Measurement Methods under QCVN 47:2015/BTTTT
QCVN 47:2015/BTTTT – National Technical Regulation on Radio Frequency Spectrum and Radiation for Radio Transceiver Equipment – clearly specifies that measurements must be conducted under normal environmental conditions as follows:
- Temperature: 15°C to 35°C;
- Relative Humidity: 20% to 75%;
- Power Supply: During the testing process, the Equipment Under Test (EUT) must be powered to operate normally.
Testing is conducted corresponding to the normal operating modes of the EUT. The EUT must be operated across all required functional modes, operating frequencies, and emission power levels as follows:
- For EUTs with an existing operating license: Perform tests according to the registered parameters;
- For EUTs without an operating license: Perform tests according to the designed parameters;
- For EUTs operating across a frequency range: At minimum, the EUT must be tested at three frequencies: the beginning, the middle, and the end of that frequency range.
Measurement methods for frequency tolerance, spurious emission power, out-of-band emission power, and occupied bandwidth for radio transmitters are specified in Appendix E of this Regulation. For radar systems, additional reference should be made to the guidance for measuring spurious and out-of-band emissions in Recommendation ITU-R SM.1177.
III. IMPLEMENTATION VALIDITY
QCVN 47:2015/BTTTT was issued alongside Circular No. 12/2015/TT-BTTTT, promulgating the National Technical Regulation on Radio Frequency Spectrum and Radiation for Radio Transceiver Equipment, and has been in full effect since December 1, 2015. Accordingly, relevant organizations and individuals are responsible for implementing regulations on certification of conformity and declaration of conformity for radio equipment in compliance with this Regulation, and shall be subject to inspection by state management agencies according to current regulations.
