TCVN 13371:2021 on Desktop Computer Energy Efficiency in Vietnam

TCVN 13371:2021 is the Vietnamese Standard for Desktop Computer Energy Efficiency in Vietnam issued in 2021. This standard specifies energy efficiency levels and energy consumption determination methods for desktop computers, including integrated desktop computers. According to Decision 14/2023/QD-TTg on the List and roadmap of energy-consuming equipment to be phased out, TCVN 13371:2021 will officially take effect from April 1, 2025.

I. OVERVIEW OF TCVN 13371:2021 DESKTOP COMPUTER ENERGY EFFICIENCY IN VIETNAM

TCVN 13371:2021 specifies energy efficiency levels and energy consumption determination methods for desktop computers (desktops) and integrated desktop computers (all-in-one computers). This standard does not apply to point-of-sale (POS) terminals, workstations, or thin clients. The issuance of this standard aims to improve energy efficiency, save electricity, reduce greenhouse gas emissions, and create a legal basis to phase out low-efficiency equipment according to the roadmap specified in Decision 14/2023/QD-TTg.

Regarding technical requirements for energy efficiency, TCVN 13371:2021 specifies technical requirements related to the energy performance of desktop computers as follows:

  • The system sleep mode activation time must not exceed 30 minutes.
  • The display sleep mode activation time must not exceed 15 minutes.
  • The Typical Energy Consumption (TEC) must be less than or equal to the Maximum Typical Energy Consumption (TECmax).

The energy efficiency determination method under TCVN 13371:2021 includes requirements for:

  • Test conditions such as power supply, temperature, humidity, lighting, wind speed, and test display setup;
  • Requirements for ambient light measuring equipment and power measuring equipment; power measurement procedures in Off mode (Poff), Sleep mode (Psleep), Long Idle mode (Pidle), and Short Idle mode (Psidle);
  • Calculation of the annual Typical Energy Consumption (TECactual and TECestimate) based on the desktop computer’s duty cycle;
  • Method for determining the TECmax level including TECbase (referenced from Table 2 based on the performance score ρ) and TECadder (referenced from Table 3 for additional components such as memory, graphics cards, storage, Ethernet, and integrated displays).

TCVN 13371:2021 stipulates that the test report must contain at least the information specified in 5.10 of TCVN 11847 (IEC 62623). This is regulated to ensure transparency and comparability.
