QCVN 132:2022/BTTTT is the Technical Regulation on electrical safety for telecommunications and information technology equipment, including: DECT wireless phones, Desktop computers, Set Top Boxes, Televisions (iDTV), Laptops, and Tablets.
Phuc Gia® – On November 30, 2022, the Ministry of Information and Communications issued Circular 24/2022/TT-BTTTT together with QCVN 132:2022/BTTTT, the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment. Within this regulation, Televisions (TVs) are also included in the list of equipment that must comply with and undergo Testing for Televisions in Vietnam.
The electrical safety regulation for telecommunications and information technology terminal equipment, QCVN 132:2022/BTTTT, was compiled based on the IEC 62368-1:2018 standard, covering core electrical safety requirements (fire and explosion protection, electric shock resistance, etc.) and has been in effect since January 1, 2024.

I. THE SITUATION OF TELEVISION USAGE IN VIETNAM
Televisions, commonly known as TVs, have long been an indispensable entertainment device for the Vietnamese people. Although the use of smartphones and computers is currently more favored and widespread, it is evident that almost every household owns at least one TV. Usage habits for these devices are typically concentrated among the elderly and are more frequent during family gatherings.
Currently, most televisions have integrated DVB-T2 terrestrial digital television receivers, gradually replacing analog television models (the common type received via outdoor antennas, where image quality is affected by bad weather). These types of televisions often feature a DVB-T2 logo shaped like an eye with red, green, and blue stripes. To identify if a TV supports DVB-T2, you can check the “Digital Set-up” section within the “Settings” menu. This prevalence of digital hardware underscores the importance of Testing for Televisions in Vietnam.
With technological advancements, television equipment is constantly improving in terms of image quality, sound, and other utilities. In particular, new television models are being integrated with AI processing chips that help recognize and process language and images, while deeply learning usage and search habits to better serve users.

II. GUIDELINES FOR TESTING TELEVISION EQUIPMENT (TVs) ACCORDING TO QCVN 132:2022/BTTTT
1. When are enterprises mandatory required to conduct electrical safety testing for Television equipment according to QCVN 132:2022/BTTTT?
Pursuant to Circular No. 02/2024/TT-BTTTT, which stipulates the List of Potentially Unsafe Products and Goods under the management responsibility of the Ministry of Information and Communications (Category 2 list), issued on March 29, 2024:
- In Appendix II, it is stipulated that Televisions with integrated DVB-T2 terrestrial digital television reception functions (iDTV) belong to the group of specialized information and communication technology products and goods that must mandatorily perform a declaration of conformity according to QCVN 132:2022/BTTTT.
- The Circular also requires enterprises to mandatorily perform electrical safety Testing for Televisions in Vietnam according to QCVN 132:2022/BTTTT starting from January 1, 2024.
2. Does the Ministry of Information and Communications provide standards for performing electrical safety testing for Televisions (TVs)?
The Ministry of Information and Communications issued the National Technical Regulation QCVN 132:2022/BTTTT “On Electrical Safety for Telecommunications and Information Technology Terminal Equipment.” The regulation includes General Provisions, Technical Provisions, Management Provisions, Responsibilities of Organizations and Individuals, and Appendices to provide detailed guidance for Testing for Televisions in Vietnam, specifically for models with integrated DVB-T2 (iDTV) functions.
3. Which types of Televisions (TVs) must undergo testing and declaration of conformity according to this regulation?
According to Circular No. 02/2024/TT-BTTTT and QCVN 132:2022/BTTTT, Televisions (TVs) within the mandatory scope for conformity certification are:
“Reception apparatus for television with decoding functions for terrestrial digital television signals using DVB-T2 technology. Designed to incorporate video apparatus or screens, in color, not battery-operated, and not using cathode-ray tubes.” This includes 2 HS codes: 8528.72.92 and 8528.72.99.

4. Technical requirements for Television equipment?
All technical requirements for Televisions (TVs) are specified in detail in QCVN 132:2022/BTTTT, including the following provisions:
- General requirements (classification and safeguards against energy sources; explosion phenomena; fixation of conductive materials; equipment intended for direct insertion into mains socket-outlets; likelihood of fire or electric shock due to contact with conductive objects; component requirements such as disconnect devices, switches, and relays);
- Protection requirements against electricity for persons;
- Protection requirements against electrically-caused fire.
In addition, this product must also undergo procedures for Testing for Televisions in Vietnam, and conformity certification/declaration according to other current regulations detailed in Circular No. 02/2024/TT-BTTTT.
5. Where to perform electrical safety testing according to QCVN 132:2022/BTTTT?
According to Circular No. 02/2024/TT-BTTTT, Appendix II clearly states: “Test results from domestic or foreign laboratories that have not been designated or recognized, or test results from manufacturers, shall not be used to assess conformity with this technical regulation.”
=> The procedures for Testing for Televisions in Vietnam according to QCVN 132:2022/BTTTT must be performed by a Designated or Recognized testing organization (under Mutual Recognition Agreements – MRA – of the Ministry of Information and Communications).

7. Electrical safety testing time for Television equipment (TVs)
The testing time will depend on the specific unit where you wish to conduct the tests.
