On June 30, 2025, the Ministry of Finance issued Circular 65/2025/TT-BTC on amending and supplementing several articles of Circular No. 265/2016/TT-BTC stipulating the collection rates, collection regime, payment, management, and the Radio Frequencies Usage fees/charges in Vietnam (which was previously amended and supplemented by several articles in Circular No. 11/2022/TT-BTC in 2022).

I. OVERVIEW OF CIRCULAR 65/2025/TT-BTC AMENDING AND SUPPLEMENTING REGULATIONS ON THE RADIO FREQUENCIES USAGE FEES/CHARGES IN VIETNAM

Circular 65/2025/TT-BTC changes and updates regulations on collection rates, collection regimes, payment, management, and use of radio frequency licensing fees and Radio Frequencies Usage fees/charges in Vietnam. Specifically, this circular amends and supplements the following articles:

Amending and supplementing Article 3 of Circular No. 265/2016/TT-BTC;
Amending and supplementing several provisions of Clause 1, Article 6 of Circular No. 265/2016/TT-BTC;
Amending and supplementing Article 7 of Circular No. 265/2016/TT-BTC, which was previously amended and supplemented in Clause 4, Article 1 of Circular No. 11/2022/TT-BTC;
Amending and supplementing Clause 2, Article 8 of Circular No. 265/2016/TT-BTC;
Amending and supplementing Point 1.2, Point 1.3 and supplementing Point 1.5, Section IV, Part B of the Schedule of radio frequency licensing fees and Radio Frequencies Usage fees/charges in Vietnam issued with Circular No. 265/2016/TT-BTC, which was previously amended and supplemented in the Schedule of fees issued with Circular No. 11/2022/TT-BTC.

Circular 65/2025/TT-BTC takes effect from July 1, 2025. Accordingly, it abolishes several articles and one fee schedule in Circular No. 11/2022/TT-BTC, specifically:

Abolishing Clause 3 and Clause 4, Article 1 of Circular No. 11/2022/TT-BTC;
Abolishing Point 1.2, Section IV, Part B of the Schedule of radio frequency licensing fees and Radio Frequencies Usage fees/charges in Vietnam issued with Circular No. 11/2022/TT-BTC.
