I. Usage Trends and the Importance of Testing for Electrical Socket Outlets in Vietnam
Electrical socket-outlets are indispensable components for delivering power to devices across residential, commercial, and industrial sectors. Given their constant operation, these units present serious hazards—including electric shock, overheating, and fire risks—if they are not engineered and installed according to rigorous safety benchmarks.
Data indicates that a substantial number of electrical accidents and equipment failures originate from faulty socket connections. These issues are largely driven by the circulation of substandard products or the misuse of non-compliant hardware. Although advanced models now feature integrated safety components like fuses and surge protectors, the presence of unregulated products remains a concern. This underscores the vital necessity of Testing for Electrical Socket Outlets in Vietnam to ensure all distributed equipment aligns with modern safety protocols.

To address these safety concerns, the Ministry of Science and Technology (MOST) has introduced the QCVN 25:2025/BKHCN technical regulation with the following implementation roadmap:
- Starting April 1, 2025, businesses are encouraged to begin voluntary compliance and Testing for Electrical Socket Outlets in Vietnam based on the new QCVN 25:2025/BKHCN regulations.
- Effective April 1, 2027, Testing for Electrical Socket Outlets in Vietnam and full compliance with this regulation will become a mandatory requirement for all specified electrical devices prior to market entry.

II. Guidance on Testing for Socket-outlets
1. Scope of Application
According to QCVN 25:2025/BKHCN, socket-outlets for household use with a rated current not exceeding 32 A (classified under one of the two HS codes: 8536.69.92 or 8536.69.99) must comply with the testing requirements of this regulation.

2. Technical Requirements
QCVN 25:2025/BKHCN stipulates that socket-outlets must comply with technical requirements according to the following standards:
- National Standard TCVN 6188-1:2007 (IEC 60884-1 : 2002) on Plugs and socket-outlets for household and similar purposes – Part 1: General requirements;
- National Standard TCVN 6188-2-3:2016 (IEC 60884-2-3:2006) on Plugs and socket-outlets for household and similar purposes – Part 2-3: Particular requirements for switched socket-outlets without interlock for fixed installations;
- National Standard TCVN 6188-2-6:2016 (IEC 60884-2-6:1997) on Plugs and socket-outlets for household and similar purposes – Part 2-6: Particular requirements for switched socket-outlets with interlock for fixed installations.

4. Reputable Testing for Socket-outlets according to QCVN 25:2025/BKHCN in Vietnam
4.1. Regulations on Qualified Testing and Certification Bodies
According to QCVN 25:2025/BKHCN, test results used for conformity certification are only accepted when performed by a testing organization designated or recognized according to the provisions in Article 3.8 of the Regulation. For domestic testing organizations, the Regulation clearly states:
Designated testing organization: A testing organization designated in accordance with the provisions of Decree No. 132/2008/ND-CP, as amended and supplemented by Decree No. 74/2018/ND-CP and Decree No. 154/2018/ND-CP.
In addition to the domestic designation system, QCVN 25:2025/BKHCN also allows the use of test results from abroad within the recognized scope, provided that the testing laboratory meets ISO/IEC 17025 and is accredited by an organization that is a member of APAC or ILAC. Certification bodies may conclude recognition agreements or use results from these units in accordance with the provisions of the Regulation.
Except for tests performed independently by the manufacturer, all tests related to assessment according to QCVN 25:2025/BKHCN must be performed by a designated or recognized testing organization to ensure the legal validity and reliability of test results for conformity certification and market circulation.
4.2. Phuc Gia® – A Reputable Organization for Testing Socket-outlets according to QCVN 25:2025/BKHCN in Vietnam
