Circular No. 51/2025/TT-BKHCN - QCVN 138:2025/BKHCN on Requirements for Time-Stamping Services in Vietnam

On December 31, 2025, the Ministry of Science and Technology (MOST) issued Circular No. 51/2025/TT-BKHCN regulating the National Technical Regulation on requirements for Time-Stamping Services (QCVN 138:2025/BKHCN). This Circular takes effect from July 1, 2026.

Circular No. 51/2025/TT-BKHCN promulgates QCVN 138:2025/BKHCN, which stipulates mandatory technical standards for Time-Stamping Services in Vietnam. This service plays a role in confirming that a data message actually existed at a specific point in time and ensuring that the data has absolutely not been altered. To ensure the safety and transparency of electronic transactions, the regulation sets out a system of strict requirements for core platforms such as cryptographic algorithms, digital signatures, hardware security modules (HSM), along with rigorous service operation and control processes.

QCVN 138:2025/BKHCN is mandatory for all service-providing organizations and related parties nationwide, thereby ensuring consistency in practical implementation. However, the document also clearly states an exception for organizations providing Time-Stamping Services dedicated to public duty purposes.

Circular No. 51/2025/TT-BKHCN takes effect from July 1, 2026, and replaces Circular No. 06/2015/TT-BTTTT and Circular No. 16/2019/TT-BTTTT.
