1. Scope of Application for Circular No. 29/2025/TT-BKHCN

Circular No. 29/2025/TT-BKHCN applies to:

Organizations and individuals engaged in the production and trading of products and goods belonging to the List of Group 2 products and goods in Vietnam.
Organizations and individuals whose activities are related to the quality management of products and goods belonging to the List of Group 2 products and goods in Vietnam.

2. Main Contents of Circular No. 29/2025/TT-BKHCN

Circular No. 29/2025/TT-BKHCN regulating the List of products and goods capable of causing unsafety in the field of information technology and telecommunications under the responsibility of the Ministry of Science and Technology (MOST) (replacing Circular No. 02/2024/TT-BTTTT) brings many changes that support enterprises, including the following prominent contents:

Addition of new devices to the management list: Broadband wireless access devices operating in the 5925 MHz – 7125 MHz frequency band (such as Wi-Fi 6E/7);
Mandatory application requirement for the Technical Regulation on Electromagnetic Field Exposure Limits (SAR – Specific Absorption Rate) for terrestrial mobile communication terminal equipment (e.g., mobile phones) according to QCVN 134:2024/BTTTT;
Suspension of validity or non-mandatory application of part/all of some Technical Regulations (e.g., technical requirements under extreme conditions, high-frequency equipment, etc.);
Preservation of the validity of the Certificate of Conformity and the Notice of Receipt of Conformity Declaration granted before the effective date of Circular No. 29/2025/TT-BKHCN (before December 31, 2025) until the expiration date stated on the documents. This ensures business continuity for enterprises.

3. Effective Date of Circular No. 29/2025/TT-BKHCN

Circular No. 29/2025/TT-BKHCN requires quality inspection, conformity certification, and conformity declaration for telecommunications and information technology products, taking effect from December 31, 2025, and replacing Circular No. 02/2024/TT-BTTTT. Compared to the previous version, this Circular includes many new contents, not just amendments and additions.
