1. What is Energy Efficiency? Energy Labeling Categories

Energy efficiency is an indicator for the capability of a machine or a piece of equipment to convert consumed energy into useful energy. (According to Law No. 50/2010/QH12 of the National Assembly on the Economical and Efficient Use of Energy).

To ensure the efficient use of energy, state agencies regulate a minimum energy efficiency level; this is the lowest threshold that an equipment must achieve. Products that do not meet the minimum energy efficiency standard will be prohibited from circulation on the market, and will not be permitted to be imported or domestically manufactured.

I. Household Equipment Group:
1 Compact Fluorescent Lamps in accordance with TCVN 7896:2015:

– This standard applies to compact fluorescent lamps (hereinafter referred to as CFLs) with integrated electronic ballasts, having a power rating from 5W to 60W, intended for general lighting purposes.

2 Electronic Ballasts for Fluorescent Lamps in accordance with TCVN 7897:2013:

– This standard specifies the Energy Efficiency Requirements for Electronic Ballasts used with alternating current power, supplies at voltages up to 1000V and a frequency of 50Hz or 60Hz, intended for fluorescent lamp(s) with a power rating from 4W to 65W.

3 Magnetic Ballasts for Fluorescent Lamps in accordance with TCVN 8248:2013:

– This standard specifies the Energy Efficiency Requirements for Magnetic Ballasts, other than resistive types, for using on alternating current power, supplies at voltages up to 1000V and a frequency of 50Hz or 60Hz, intended for fluorescent lamps with a power rating from 4W to 65W.

4 Linear Fluorescent Lamps in accordance with TCVN 8249:2013:

– This standard applies to double-capped linear fluorescent lamps for general lighting purposes (hereinafter referred to as fluorescent lamps), with a power range from 4W to 65W, for use with both 50Hz and high-frequency ballasts connected to a 220V nominal mains voltage supply.

5 LED Lamps in accordance with TCVN 11844:2017:

– This standard specifies the energy efficiency levels for self-ballasted LED lamps with E27 and B22 caps, and for double-capped LED lamps designed to replace tubular fluorescent lamps with G5 and G13 caps, intended for general lighting purposes, with a power rating up to 60W and a nominal voltage not exceeding 250V.

6 Electric Fans in accordance with TCVN 7826:2015:

– Table Fan

– Pedestal Fans

– Wall-Mounted Fans

– Window Fans

– Ceiling fans

– Roof Ventilation Fans

with an integral electric motor having a power rating below 125W.

7 Refrigerators and Freezers in accordance with TCVN 7828:2016

– This standard applies to coolers, refrigerators and freezers with capacity up to 1000L, using natural convection or forced air circulation for cooling.

8 Hoseless Air Conditioner in accordance with TCVN 7830:2015:

– Ceiling-Mounted Air Conditioner

– Wall-Mounted Air Conditioner

– Ducted Air Conditioner (with a nominal cooling capacity below 8000W).

9 Household Washing Machines in accordance with TCVN 8526:2013

– This standard specifies the Energy Efficiency Levels and the method for determining the energy efficiency for household washing machines, with or without a heating device that uses cold and/or hot water supplies, with a rated capacity from 2kg to 15kg, and using a 220V, 50Hz alternating current mains electricity supply.

10 Television in accordance with TCVN 9536:2012

– This standard applies to television with a nominal power rating below 1000W, comprising a receiver/tuner and a display within the same enclosure, which are designed to receive and display broadcast television signals via antenna, satellite, or cable.

– This standard also applies to combination TV/VCR, TV/DVD, and TV/VCR/DVD sets.

11 Electric Rice Cookers in accordance with TCVN 8252:2015

– This standard applies to conventional electric rice cookers for household and similar purposes, with a power rating up to 2000W.

– This standard applies to electric rice cookers that use resistive-type heating methods, induction heating or induction, operating at normal atmospheric pressure.

12 Storage Water Heater in accordance with TCVN 7898:2018

– This standard applies to electric storage water heaters (hereinafter referred to as water heaters) for household and similar purposes with capacity up to 50 liters.

II. Commercial and Office Equipment Group:

1 Computer Monitors in accordance with TCVN 9508:2012

– This standard applies to computer monitors (hereinafter referred to as monitors) which consist of a display screen and associated electronics, usually housed in a single enclosure, and are capable of displaying visual information from a computer via one or more inputs, such as VGA and DVI.

2 Laptop Computers in accordance with TCVN 11848:2017

– Laptop computers within the scope of this standard are the computers as defined in clause 4.1.2.

3 Printers in accordance with TCVN 9509:2012

– This standard applies to printers with standard formats.

– This standard also applies to devices that perform multiple functions such as the functions from photocopiers, fax machines and scanners.

4 Photocopiers in accordance with TCVN 9510:2012

– This standard applies to photocopier with standard formats, whose main function is to produce multiple hard-copy duplicates from an original.

– This standard also applies to devices that perform multiple functions, such as the functions of a printer, fax machine, and scanner.

5 Commercial Refrigerators in accordance with TCVN 10289:2014

– Commercial refrigerators used for selling and displaying food.

III. Industrial Equipment Group:

1 Induction Motors in accordance with TCVN 7540-1:2013:

Single-speed, three-phase, squirrel-cage, asynchronous induction motors that operate on a 50Hz and/or 60Hz supply and:

– Consists of a rated voltage UN up to 1000V

– Consists of a rated output power PN from 0.75kW to 150kW

Consists of 2, 4, or 6 poles

Are capable of continuous duty operation (S1)

– Are designed for direct on-line operation

Motors equipped with a detachable gearbox or a brake also fall within the scope of this standard, even though these motors may use special shafts and flanges.

2 Transformers in accordance with TCVN 8525:2010:

– Three-phase distribution transformers (oil-immersed).

3 Boilers in accordance with TCVN 8630:2010

– In-service boilers of types for which the mass and calorific value of the consumed fuel can be determined.

3. How to Refer to Energy Efficiency Indicators on Comparative Energy Labels

When selecting electronic and household appliances, in addition to basic technical specifications, consumers and companies also need to understand the energy efficiency indicators. This is a crucial factor for evaluating a device’s electricity consumption, thereby enabling a suitable choice for either personal use or business operations.

Confirmation energy labels are applied to equipment with an energy efficiency level that meets or exceeds the regulated energy efficiency level, as per periodical publication by the Ministry of Industry and Trade.
