1. Scope of Application

Under the mandatory framework for an Electromagnetic Compatibility (EMC) Test Report for Hair Dryers in Vietnam, QCVN 9:2012/BKHCN and Amendment 1:2018 QCVN 9:2012/BKHCN dictate that all hair dryers must complete conformity assessment activities. This includes mandatory testing, obtaining the CR Mark, and complying with state quality post-market inspections. Specifically, products must align with the technical limits defined in TCVN 7492-1:2018 for electromagnetic emissions.

As defined in the scope of TCVN 7492-1:2018 (CISPR 14-1:2016):

This standard specifies the technical requirements for radio-frequency disturbance emissions in the frequency range of 9 kHz to 400 GHz from household appliances, electric tools, and similar apparatus listed below, powered by AC or DC (including batteries/accumulators).

Consequently, domestic hair dryers (HS Code: 8516.31.00) must be tested, certified, and declared for conformity according to QCVN 9:2012/BKHCN (meeting the technical requirements of TCVN 7492-1:2018).

2. Technical Requirements

TCVN 7492-1:2018 (CISPR 14-1:2016) specifies the limits for continuous and discontinuous interference for hair dryers. Specifically:

  • Limits for disturbance voltage at the mains terminals;
  • Limits for disturbance power (30 MHz – 300 MHz);

Notes:

  • If, during normal use, the device operates for an extended period, such as a hair dryer, the device must maintain its energized state throughout the entire testing period at each frequency. Disturbance levels are only recorded once a stable reading is obtained (as per section 5.4.1.1). For these devices, the start-up phase, which lasts a few seconds, is typically ignored.

  • Hair dryers, fan heaters, and similar devices must be tested, where applicable, with any user-selectable heating functions turned either on or off. The airflow should be set to the maximum setting unless electronic controllers are present, in which case section 6.4 applies. Any auxiliary functions (e.g., ionization) must be operational during the test.

Phuc Gia Testing Laboratory – VILAS 1212 will directly perform testing for hair dryers in Hanoi according to TCVN 7492-1:2018 – Electromagnetic Compatibility – Requirements for household appliances, electric tools, and similar apparatus.
