5. Important Notes in Importation, Manufacturing, and Business Policies under the Legal Regulations for Hand Dryers in Vietnam

| Important Notes | – Testing and certification must be carried out by a testing and certification organization designated, registered, or recognized by the Ministry of Science and Technology (MOST).
– Domestic enterprises manufacturing or importing hand dryers, after obtaining conformity certification, must register the declaration of conformity at the local Sub-Department of Standards, Metrology, and Quality (STAMEQ) where the enterprise is registered, before circulating the product in the market. – The Certificate of Conformity is valid for no more than 3 years. The enterprise must retain records for no less than 10 years from the date the last product of the registered type/model was shipped. – Additional requirements may apply to equipment designed for use in vehicles, ships, or aircraft. – Horizontal standards and general standards concerning hazards shall not apply, as these standards have been taken into account when developing the general and particular requirements of the TCVN 5699 (IEC 60335) standard series. For example, in the case of surface temperature requirements, general standards (e.g., ISO 13732-1 for hot surfaces) shall not apply; only the requirements in Parts 1 and 2 of the TCVN 5699 (IEC 60335) standard series shall apply. – Hand dryers shall only be subjected to the test if the rotor lock moment is less than the full-load moment. |
