Circular No. 52/2025/TT-BCT – Regulating the List of Means and Equipment Subject to Mandatory Energy Labeling in Vietnam

On November 14, 2025, the Ministry of Industry and Trade issued Circular No. 52/2025/TT-BCT – Regulating the List of Means and Equipment Subject to Mandatory Energy Labeling in Vietnam regulating the list of means and equipment subject to energy labeling within the scope of management and the implementation roadmap. This regulation applies to organizations and individuals participating in the production, import, distribution, and trading of products within the managed list. This Circular officially takes effect from January 01, 2026.

I. Overview of Circular No. 52/2025/TT-BCT – List of Means and Equipment Subject to Mandatory Energy Labeling in Vietnam

1. Updating the list of means and equipment subject to energy labeling

Circular No. 52/2025/TT-BCT adds many products to the list of means and equipment subject to energy labeling, specifically:

  • Household appliance group: Adds induction cookers, infrared stoves, and microwave ovens;
  • Office and commercial equipment group: Adds desktop computers, commercial refrigerated cabinets, and commercial air conditioners;
  • Industrial equipment group: Adds LED luminaires for road and street lighting.

2. Energy labeling roadmap

Based on Circular No. 52/2025/TT-BCT, the application roadmap for new equipment allows parties more time to prepare. In 2026, labeling is voluntary, but it will become mandatory from the beginning of 2027.

a) Group of equipment subject to mandatory energy labeling:

  • Household appliance group: Double-capped fluorescent lamps, compact fluorescent lamps, magnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, electric rice cookers, electric fans, television sets, LED lamps, storage water heaters;
  • Office and commercial equipment group: Laptops, commercial refrigerated cabinets;
  • Industrial equipment group: Distribution transformers, electric motors.

b) Group of equipment with voluntary energy labeling until the end of December 31, 2026:

  • Household appliance group: Induction cookers, infrared stoves, microwave ovens;
  • Office and commercial equipment group: Desktop computers;
  • Industrial equipment group: LED luminaires for road and street lighting.

c) Group of equipment subject to mandatory energy labeling from January 01, 2027, for:

  • Household appliance group: Induction cookers, infrared stoves, microwave ovens;
  • Office and commercial equipment group: Desktop computers;
  • Industrial equipment group: LED luminaires for road and street lighting.

d) Group of equipment with voluntary energy labeling:

Photocopiers, computer monitors, printers, commercial air conditioners (Office and commercial equipment group).

Note: Voluntary energy labeling is encouraged for means and equipment not included in the list regulated in this Circular but which already have national standards specifying energy efficiency levels and have domestic testing capabilities.

DECISION

STIPULATING THE LIST OF MEANS AND EQUIPMENT SUBJECT TO ENERGY LABELING, APPLIED MINIMUM ENERGY PERFORMANCE STANDARDS, AND THE IMPLEMENTATION ROADMAP

Pursuant to the Law on Economical and Efficient Use of Energy dated June 17, 2010; the Law Amending and Supplementing several articles of the Law on Economical and Efficient Use of Energy No. 77/2025/QH15 dated June 18, 2025;

Pursuant to Decree No. 40/2025/ND-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the request of the Director General of the Agency for Innovation, Green Transition, and Industrial Promotion;

The Minister of Industry and Trade issues the Circular stipulating the list of means and equipment subject to energy labeling within the scope of management and the implementation roadmap of the Ministry of Industry and Trade.

Article 1. Scope and subjects of application

1. This Circular stipulates the list of means and equipment subject to energy labeling within the scope of management and the implementation roadmap of the Ministry of Industry and Trade.

2. This Circular applies to organizations and individuals active in the production, import, distribution, and trading of products included in the list of means and equipment subject to energy labeling within the management scope of the Ministry of Industry and Trade.

3. This Circular does not apply to organizations and individuals active in the production, import, distribution, and trading of products that are:

a) Means and equipment manufactured, assembled, or imported for direct use in national defense and security purposes, or imported according to specific regulations of the Prime Minister;

b) Means and equipment under temporary import and re-export; transit, or merchanting trade; diplomatic and consular goods;

c) Means and equipment used for repair, replacement, or energy performance level testing;

Article 2. List of means and equipment subject to mandatory energy labeling

The list of means and equipment for energy labeling is divided into the following groups:

1. Household appliance group includes: Double-capped fluorescent lamps, compact fluorescent lamps, magnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, electric rice cookers, electric fans, television sets, LED lamps, storage water heaters, induction cookers, infrared stoves, microwave ovens;

2. Office and commercial equipment group includes: Photocopiers, printers, computer monitors, laptops, desktop computers, commercial refrigerated cabinets, commercial air conditioners;

3. Industrial equipment group includes: Distribution transformers, electric motors, LED luminaires for road and street lighting.

Article 3. Roadmap for energy labeling implementation

1. For the household appliance group and industrial equipment group

a) Implement mandatory energy labeling for the following household and industrial equipment: Double-capped fluorescent lamps, compact fluorescent lamps, magnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, electric rice cookers, electric fans, television sets, LED lamps, storage water heaters, distribution transformers, electric motors;

b) Implement voluntary energy labeling until the end of December 31, 2026, for: induction cookers, infrared stoves, microwave ovens, LED luminaires for road and street lighting;

c) Implement mandatory energy labeling from January 01, 2027, for: induction cookers, infrared stoves, microwave ovens, LED luminaires for road and street lighting;

2. For the office and commercial equipment group

a) Implement mandatory energy labeling for laptops and commercial refrigerated cabinets;

b) Implement voluntary energy labeling for: photocopiers, computer monitors, printers, commercial air conditioners;

c) Implement voluntary energy labeling until the end of December 31, 2026, for desktop computers;

d) Implement mandatory energy labeling from January 01, 2027, for desktop computers.

3. Encourage voluntary energy labeling for means and equipment not included in the list specified in Article 2 of this Circular that already have national standards specifying energy efficiency levels and possess domestic testing capabilities.

Article 4. Organization of implementation

1. The Agency for Innovation, Green Transition, and Industrial Promotion, Ministry of Industry and Trade, is responsible for guiding, inspecting, and monitoring the energy labeling for the groups of means and equipment subject to energy labeling in Article 3 of this Circular;

2. Provincial People’s Committees shall direct relevant specialized agencies to inspect and monitor the implementation of energy labeling for means and equipment in the local area included in the list according to the roadmap specified in this Circular.

Article 5. Effect and responsibility for implementation

1. This Circular takes effect from January 01, 2026.

2. In the course of implementation, if there are any obstacles, agencies, organizations, and individuals should promptly report to the Ministry of Industry and Trade for research, amendment, and supplement of the Circular./.
