1. Regulations on energy efficiency and energy labeling for high-performance monitors
- Circular No. 36/2016/TT-BCT – Regulations on energy labeling for energy-using vehicles and equipment under the management scope of the Ministry of Industry and Trade, issued on December 28, 2016;
- Decision No. 04/2017/QĐ-TTg – List of vehicles and equipment subject to energy labeling, application of minimum energy performance standards, and implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulations on energy labels for energy-using vehicles and equipment under the management scope of the Ministry of Industry and Trade, issued on March 24, 2020;
- Decision No. 14/2023/QĐ-TTg – List and roadmap of energy-using vehicles and equipment to be discarded and low-efficiency power generating units not to be newly built, issued by the Prime Minister on May 24, 2023;
- Decision No. 1725/QĐ-BCT – Regulations on the list of goods for energy efficiency inspection and energy labeling under the management responsibility of the Ministry of Industry and Trade, issued on July 1, 2024;
- TCVN 9508:2012 – National standard on energy efficiency for computer monitors.
2. Types of computer monitors subject to energy labeling
According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, computer monitors must undergo energy efficiency testing and Monitor Energy Labeling according to TCVN 9508:2012 standards.
TCVN 9508:2012 – “National Standard on Computer Monitors – Energy Efficiency”, stipulates that the following types of computer monitors must undergo Energy Efficiency testing and energy labeling:
This standard applies to computer monitors (hereinafter referred to as monitors) consisting of a display screen and associated electronic circuits, usually installed in a single enclosure, capable of displaying visual information from a computer via one or more inputs, such as VGA and DVI.
Note: TCVN 9508:2012 does not apply to monitors such as high-performance monitors, specialized monitors, and certain other monitors with special functions.

3. PC Monitor Energy Labeling declaration
Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, computer monitors are mandatory to undergo energy efficiency testing and Monitor Energy Labeling declarations before products are introduced to the market. Accordingly, the Monitor Energy Labeling declaration for computer monitors consists of the following steps:
3.1. Energy efficiency testing for PC Monitor Energy Labeling
Test results serve as the basis for energy labeling for computer monitors of the same model (sharing the same technical specifications, origin, and manufacturing facility). Therefore, enterprises manufacturing and importing computer monitors are responsible for energy efficiency testing to complete the Monitor Energy Labeling declaration dossier.
Computer monitor types are mandatory to undergo energy efficiency testing according to TCVN 7830:2021. This equipment must have its power consumption measured in sleep/standby mode and off mode according to the requirements specified in this standard. The measured power consumption result is the average value of two power measurements.
Note: The power consumption of the monitor in sleep/standby mode and off mode of the computer monitor, measured under the conditions specified in Article 5 (Method for determining power consumption) of the TCVN 9508:2012 standard, must be as follows:

Note: Enterprises must conduct energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturers’ testing laboratories) or foreign testing organizations (independent testing organizations or manufacturers’ testing laboratories) designated by the Ministry of Industry and Trade.

3.2. Monitor Energy Labeling declaration at the Ministry of Industry and Trade
3.2.1. In case of new registration
Step 1: Prepare the registration dossier
Before placing computer monitor equipment on the market, enterprises manufacturing or importing such products and equipment must prepare one (01) set of energy labeling registration dossiers and submit them to the Ministry of Industry and Trade.
Pursuant to Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regulating energy labeling registration, the registration dossier for computer Monitor Energy Labeling includes:
a) Energy labeling declaration form for computer monitors, specifying whether the enterprise is registering for a comparative label or a confirmation label according to the template in Appendix 1, Circular No. 36/2016/TT-BCT;
b) Test results issued by the testing organization for the product model;
c) Expected energy label sample.
Note:
- In cases where computer Monitor Energy Labeling testing is performed by a foreign testing organization, the enterprise must supplement documents proving that the foreign testing laboratory has met all requirements.
- In cases where dossiers or documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for computer Monitor Energy Labeling may choose to submit dossiers online via the Ministry of Industry and Trade’s web portal (https://dichvucong.moit.gov.vn/), or submit dossiers directly or via post to the Agency for Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade.
Step 3: Post-registration
After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, the enterprise is allowed to perform energy labeling consistent with the information in the registered energy labeling declaration form for the product. The enterprise shall be responsible for the accuracy and truthfulness of the information declared in the energy labeling declaration form and the information displayed on the energy label.

3.2.2. In case of re-registration for energy labeling
Enterprises must re-register for computer Monitor Energy Labeling when falling into one of the following cases:
- The evaluation standards change;
- The products or equipment already registered for energy labeling have changes in energy consumption levels.
The content and procedures for energy labeling re-registration are as prescribed in Step 1 to Step 3 in the case of new registration.
