I. Current Status of 5G Standalone Mobile Terminal Equipment Usage in Vietnam
Since October 2024, following the successful auction of key frequency bands (2600 MHz for Viettel, 3700 MHz for VNPT), mobile network operators in Vietnam have officially launched standalone 5G networks. Consequently, terminal equipment can connect directly to the 5G core network instead of relying on 4G, enhancing stability, reducing latency, and optimizing bandwidth.
Major smartphone manufacturers such as Apple, Samsung, and Xiaomi have provided software updates to unlock new 5G features for users in Vietnam. As a result, terminal equipment is not only serving personal data needs but is also prioritized for deployment in smart industrial zones and seaports—environments requiring fast data transmission, automation control, and ultra-low latency that 4G-dependent devices cannot support.
5G Standalone (SA) devices are more energy-efficient, support Network Slicing for emergency or enterprise applications, and operate stably on the newly licensed bands (n77, n78). Compliance with QCVN 127:2021/BTTTT ensures that devices meet standards for radio emissions and direct core network connectivity, contributing to service quality and spectrum safety. Therefore, Testing for 5G Standalone Mobile Communication Terminal Equipment in Vietnam remains a critical step for all manufacturers.

II. Guidance on Testing for 5G Standalone Mobile Communication Terminal Equipment in Vietnam According to QCVN 127:2021/BTTTT
1. Scope of Application
QCVN 127:2021/BTTTT applies to 5G Standalone mobile communication terminal equipment operating on all or one of the frequency bands specified in Table 1 and complying with regulations on management and use of radio frequencies in Vietnam. Therefore, Testing for 5G Standalone Mobile Communication Terminal Equipment in Vietnam must adhere to these specific spectral requirements.

Note:
- 5G Standalone mobile phone equipment must ensure operation at a minimum in all bands n1, n3, n28, n41, n77, n78.
- The n77 and n78 bands must be ready and only activated and used after these bands are planned in Vietnam.
Pursuant to Circular No. 29/2025/TT-BKHCN, products and goods that are 5G Standalone mobile communication terminal equipment with the HS codes below must meet the technical requirements in QCVN 127:2021/BTTTT:

2. Technical Requirements
QCVN 127:2021/BTTTT specifies radio access technical requirements for 5G Standalone mobile communication terminal equipment operating on all or any of the frequency bands defined in this regulation and complying with radio frequency management and usage regulations in Vietnam. Accordingly, these devices must meet requirements for power (maximum – minimum), emissions, reference sensitivity, adjacent channel selectivity, blocking characteristics, spurious response, etc., for both transmitters and receivers.
(1) Requirements for UE operating on the FR1 frequency range
- Transmitter requirements: Includes requirements for maximum output power, minimum output power, and output spectrum emissions (occupied bandwidth, out-of-band emissions, spurious emissions);
- Receiver requirements: Includes requirements for reference sensitivity, adjacent channel selectivity, blocking characteristics (in-band and out-of-band), spurious response, intermodulation characteristics, and spurious emissions.
(2) Requirements for UE operating on the FR2 frequency range
- Transmitter requirements: Includes requirements for maximum output power, minimum output power, and output spectrum emissions (occupied bandwidth, out-of-band emissions, spurious emissions);
- Receiver requirements: Includes requirements for reference sensitivity, adjacent channel selectivity, blocking characteristics, spurious response, and spurious emissions.

4. Where to conduct testing?
4.1. Regulations on qualified testing and certification units
Pursuant to Article 5 of Consolidated Document 02/2020/VBHN-BTTTT – Regulations on conformity certification and declaration for specialized information technology and communications products and goods, testing units serving certification and conformity declaration are regulated as follows:
Testing units serving conformity certification activities are designated or recognized testing units.
Testing units serving conformity declaration activities are designated or recognized units, or units that have registered testing activities under Decree No. 107/2016/ND-CP dated July 01, 2016, of the Government regarding business conditions for conformity assessment services.
Testing units are responsible to the Competent Authority for the accuracy of testing results. Testing results do not serve as a substitute for the Certificate of Conformity or the Declaration of Conformity.
4.2. Phuc Gia® – A Leading Reputable Laboratory for Telecommunications and ICT Equipment in Vietnam
