QCVN 132:2022/BTTTT is the Technical Regulation on electrical safety for telecommunications and information technology equipment, including: DECT wireless phones, Desktop computers, Set Top Boxes, Televisions (iDTV), Laptops, and Tablets.
Phuc Gia® – On November 30, 2022, the Ministry of Information and Communications issued Circular No. 24/2022/TT-BTTTT together with QCVN 132:2022/BTTTT, the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment. Within this regulation, Desktop computers are also included in the list of equipment that must comply with and undergo Testing for Desktop Computers in Vietnam.
The electrical safety regulation for telecommunications and information technology terminal equipment, QCVN 132:2022/BTTTT, was compiled based on the IEC 62368-1:2018 standard, covering core electrical safety requirements (fire and explosion protection, electric shock resistance, etc.) and has been in effect since January 1, 2024.

I. THE SITUATION OF DESKTOP COMPUTER USAGE IN VIETNAM
According to preliminary results from the market research firm International Data Corporation (IDC) released on April 8, the personal computer (PC) market grew again in the first quarter of 2024 after two years of decline due to the post-Covid-19 economic context. In Vietnam, the export of computers as well as electronic products and components also increased sharply compared to 2023, returning to the position of the commodity with the largest turnover in our country.
In 2024, the general situation of computer usage in Vietnam continues to develop strongly and is more diverse than ever. At the same time, the emergence of Artificial Intelligence (AI), Machine Learning, Blockchain technology, and the continuous development of the Internet have made desktop computers an indispensable part of daily life for Vietnamese people, ranging from work and education to entertainment.
With this growth, a large number of Desktop computers are being imported and domestically produced for the market. Therefore, it is necessary to strengthen quality management and review/evaluate the safety level of these products to ensure safety for consumers, while requiring importers and manufacturers to increase responsibility for their goods. This gives rise to the need for certification and Testing for Desktop Computers in Vietnam in accordance with legal regulations, most notably QCVN 132:2022/BTTTT – the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment.
II. GUIDANCE ON TESTING FOR DESKTOP COMPUTERS IN VIETNAM ACCORDING TO QCVN 132:2022/BTTTT
1. When are enterprises mandatory required to conduct electrical safety testing for Desktop Computers according to QCVN 132:2022/BTTTT?
Pursuant to Circular No. 02/2024/TT-BTTTT, which stipulates the List of Potentially Unsafe Products and Goods under the management responsibility of the Ministry of Information and Communications (Category 2 list), issued on March 29, 2024:
- In Appendix II, it is stipulated that Personal Desktop Computers belong to the group of specialized information and communication technology products and goods that must mandatorily perform a declaration of conformity according to QCVN 132:2022/BTTTT.
- The Circular also requires enterprises to mandatorily perform electrical safety Testing for Desktop Computers in Vietnam for this product according to QCVN 132:2022/BTTTT starting from January 1, 2024.
2. Does the Ministry of Information and Communications provide standards for performing electrical safety testing for Personal Desktop Computers?
The Ministry of Information and Communications issued the National Technical Regulation QCVN 132:2022/BTTTT “On Electrical Safety for Telecommunications and Information Technology Terminal Equipment.” The regulation includes General Provisions, Technical Provisions, Management Provisions, Responsibilities of Organizations and Individuals, and Appendices to provide detailed guidance for Testing for Desktop Computers in Vietnam.
3. Which types of Desktop Computers must undergo testing and declaration of conformity according to this regulation?
According to Circular 02/2024/TT-BTTTT and QCVN 132:2022/BTTTT, Personal Desktop Computers within the mandatory scope are:
“Equipment designed to be contained in the same housing, having at least a central processing unit, an input unit, and an output unit, whether or not combined, and whether or not integrating one or more of the following functions:
- Broadband data transmission operating in the 2.4 GHz band;
- Radio access in the 5 GHz band;
- Terrestrial mobile communication terminals;
- Fifth-generation (5G) mobile communication terminals;
- Short-range radio transmission and reception.”

4. Technical requirements for Personal Desktop Computers?
All technical requirements for Desktop Computers are specified in detail in QCVN 132:2022/BTTTT, including the following provisions:
- General requirements (classification and safeguards against energy sources; explosion phenomena; fixation of conductive materials; equipment intended for direct insertion into mains socket-outlets; likelihood of fire or electric shock due to contact with conductive objects; component requirements such as disconnect devices, switches, and relays);
- Protection requirements against electricity for persons;
- Protection requirements against electrically-caused fire.
In addition, this product must also undergo procedures for Testing for Desktop Computers in Vietnam, and conformity certification/declaration according to other current regulations detailed in Circular No. 02/2024/TT-BTTTT.
5. Where to perform electrical safety testing according to QCVN 132:2022/BTTTT?
According to Circular No. 02/2024/TT-BTTTT, Appendix II clearly states: “Test results from domestic or foreign laboratories that have not been designated or recognized, or test results from manufacturers, shall not be used to assess conformity with this technical regulation.”
=> The procedures for Testing for Desktop Computers in Vietnam according to QCVN 132:2022/BTTTT must be performed by a Designated or Recognized testing organization (under Mutual Recognition Agreements – MRA – of the Ministry of Information and Communications).
The Ministry of Information and Communications has designated Phuc Gia Testing Center to perform electrical safety Testing for Desktop Computers in Vietnam according to QCVN 132:2022/BTTTT (See details here).
