Guidance on Testing for Laptops in Vietnam According to QCVN 132:2022/BTTTT

QCVN 132:2022/BTTTT is the Technical Regulation on electrical safety for telecommunications and information technology equipment, including: DECT wireless phones, Desktop computers, Set Top Boxes, Televisions (iDTV), Laptops, and Tablets.

Phuc Gia® – On November 30, 2022, the Ministry of Information and Communications issued Circular No. 24/2022/TT-BTTTT together with QCVN 132:2022/BTTTT, the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment. Laptops (Laptops and portable computers) are among the telecommunications and information technology terminal devices required to undergo Testing for Laptops in Vietnam according to QCVN 132:2022/BTTTT.

I. THE SITUATION OF LAPTOP USAGE IN VIETNAM

In recent years, Vietnam has been a country with a rapid telecommunications development speed in the region and the world. In particular, the demand for working online from home and many schools implementing online learning caused the demand for purchasing laptops to soar during and after the Covid-19 pandemic. Consequently, types of laptops in Vietnam have become very diverse and rich, not only in terms of designs and models but also opening up growth in many price segments.

In fact, the number of Laptops imported as well as domestically produced, through quality management activities, also shows a fairly large quantity; safety also needs to be reviewed, evaluated, and controlled to ensure the safety of users as well as to enhance the responsibility of manufacturers for the products provided. Therefore, QCVN 132:2022/BTTTT was born and has an established application roadmap in Vietnam, including mandatory Testing for Laptops in Vietnam.

II. GUIDANCE ON TESTING FOR LAPTOPS IN VIETNAM ACCORDING TO QCVN 132:2022/BTTTT

1. When are enterprises mandatory required to conduct electrical safety testing for Laptops according to QCVN 132:2022/BTTTT?

Pursuant to Circular No. 02/2024/TT-BTTTT, which stipulates the List of Potentially Unsafe Products and Goods under the management responsibility of the Ministry of Information and Communications:

In Appendix II, it is clearly stated that Laptops belong to the group of specialized information and communication technology products and goods that must mandatorily perform a declaration of conformity according to QCVN 132:2022/BTTTT.
Starting from January 1, 2024, enterprises are mandatory required to perform electrical safety Testing for Laptops in Vietnam according to QCVN 132:2022/BTTTT.

2. Does the Ministry of Information and Communications provide standards for performing electrical safety testing for Laptops?

The Ministry of Information and Communications issued the National Technical Regulation QCVN 132:2022/BTTTT “On Electrical Safety for Telecommunications and Information Technology Terminal Equipment.” The regulation includes General Provisions, Technical Provisions, Management Provisions, Responsibilities of Organizations and Individuals, and Appendices to provide detailed guidance for testing.

3. Which types of Laptops must undergo testing and declaration of conformity according to QCVN 132:2022/BTTTT?

According to Circular No. 02/2024/TT-BTTTT and QCVN 132:2022/BTTTT, the laptops within the mandatory scope for Testing for Laptops in Vietnam are:

“Portable automatic data processing machines, weighing not more than 10 kg, consisting of at least a central processing unit, a keyboard, and a display, whether or not integrating one or more of the following functions:

– Radio transmission and reception using spread spectrum modulation techniques in the 2.4 GHz band;

– Radio access in the 5 GHz band;

– W-CDMA FDD mobile communication terminals;

– E-UTRA FDD mobile communication terminals;

– Fifth-generation (5G) mobile communication terminals;

– Short-range radio transmission or transceiver functions.”

4. Technical requirements for Laptops

All technical requirements for Laptops are specified in detail in QCVN 132:2022/BTTTT.

In addition, Laptops must also undergo procedures for Testing for Laptops in Vietnam, conformity certification, and declaration of conformity according to other current regulations detailed in Circular No. 02/2024/TT-BTTTT.

5. Where to perform electrical safety testing for Laptops according to QCVN 132:2022/BTTTT?

According to Circular No. 02/2024/TT-BTTTT, Appendix II clearly states: “Test results from domestic or foreign laboratories that have not been designated or recognized, or test results from manufacturers, shall not be used to assess conformity with this technical regulation.”

=> The procedures for Testing for Laptops in Vietnam according to QCVN 132:2022/BTTTT must be performed by a Designated or Recognized testing organization (under Mutual Recognition Agreements – MRA – of the Ministry of Information and Communications).
