I. SITUATION OF RADIO COMMUNICATION EQUIPMENT USAGE IN VIETNAM
The usage of radio communication equipment in Vietnam is growing strongly. Devices such as smartphones, IoT devices, Wi-Fi routers, and industrial sensors are increasingly applied across various sectors, including telecommunications, healthcare, education, agriculture, and industry. 5G technology plays a vital role in driving comprehensive digital transformation, supporting applications such as telesurgery, robotic control in manufacturing, and ecosystems for smart cities, smart production, and automated traffic systems.
According to Clause 10, Article 3 of the Law on Radio Frequency (2009), Radio Equipment is defined as “equipment that receives, transmits, or transceives symbols, signals, data, writing, images, sounds, or other forms of information by means of radio waves.”
Accordingly, the increasingly sophisticated mobile network infrastructure and wireless broadband demand high quality and device compatibility. Furthermore, the transition from 2G/3G to 4G/5G requires radio communication equipment to strictly comply with regulations on frequency, transmission power, and interference limits to ensure safety, stability, and the avoidance of signal conflicts.
Given the rapid increase in wireless devices, ensuring compliance with national technical regulations such as QCVN 18:2022/BTTTT has become increasingly urgent. II. Guidance on Testing for Radio Communication Equipment in Vietnam According to QCVN 18:2022/BTTTT

2. Effective Date
Pursuant to Clause 1, Article 3 of Circular No. 22/2022/TT-BTTTT: “As of July 1, 2023, radio communication terminal equipment (within the scope of QCVN 18:2022/BTTTT) imported and manufactured domestically must meet the requirements specified in QCVN 18:2022/BTTTT.”

5. Where to Conduct Conformity Testing for Radio Communication Equipment According to QCVN 18:2022/BTTTT?
5.1. Regulations on Qualified Testing and Certification Entities
Pursuant to Article 5 of Consolidated Document No. 02/2020/VBHN-BTTTT, which “consolidates Circulars regulating conformity certification and declaration for specialized information and communications technology products and goods,” the testing entities serving conformity certification and declaration are regulated as follows:
Testing entities serving conformity certification activities are those that are designated or recognized.
Testing entities serving conformity declaration activities are those that are designated or recognized, or entities that have registered testing activities under Decree No. 107/2016/NĐ-CP dated July 01, 2016, of the Government, regulating business conditions for conformity assessment services.
Testing entities shall be responsible to the competent authorities for the accuracy of testing results. Testing results do not serve as a substitute for the Certificate of Conformity or the Declaration of Conformity.
Circular No. 02/2024/TT-BTTTT stipulates: “It is not permitted to use testing/measurement results from domestic or foreign laboratories that have not yet been designated or recognized, nor testing/measurement results from manufacturers, to assess conformity with this technical regulation.”
Accordingly, the testing and certification of Electromagnetic Compatibility for radio communication equipment under QCVN 18:2022/BTTTT, as well as the conformity certification for radio communication devices, must be performed by a testing organization Designated or Recognized by relevant Ministries and Departments.
5.2. Phúc Gia® – A Reputable Testing and Certification Entity in Vietnam
