The Ministry of Science and Technology Designates Phuc Gia Lab to Test LED Lamps According to QCVN 19:2019/BKHCN

Phuc Gia Lab has been granted a Decision by the Directorate for Standards, Metrology and Quality regarding the designation of Phuc Gia Testing Center as a testing and certification organization to perform testing of technical indicators for electrical safety and electromagnetic compatibility (EMC) for LED lighting products in accordance with national technical regulation QCVN 19:2012/BKHCN and current legal regulations related to product and goods quality management.

On September 18, 2020, the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology issued Certificate No. 3084/TĐC-HCHQ for multi-disciplinary synthesis in the electrical-electronics field according to QCVN 19:2012/BKHCN to Phuc Gia Laboratory Joint Stock Company (Phuc Gia Lab) with a list of products detailed in the attached appendix for Electrical Safety and Electromagnetic Compatibility (EMC) tests.

On December 15, 2020, the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology issued Decision No. 2483/QĐ-TĐC designating Phuc Gia Lab as a testing organization to perform multi-disciplinary testing activities in the electrical-electronics field, including technical indicators for electrical safety and electromagnetic compatibility (EMC) for LED lighting products in accordance with national technical regulation QCVN 19:2019/BKHCN and current legal regulations related to product and goods quality management. The specific list of products and tests is detailed in the Appendix attached to the Decision.

On October 28, 2021, the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology issued the Certificate of Registration for Electromagnetic Compatibility (EMC) testing activities, supplementing multi-disciplinary testing activities in the electrical-electronics field for products, goods, and corresponding tests detailed in the appendix attached to Certificate No. 3206/TĐC-HCHQ.

On October 28, 2021, Phuc Gia Lab was granted the Decision on the Designation of a Testing Organization by the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology under Decision No. 1951/QĐ-TĐC. Accordingly, Phuc Gia Testing Center is authorized to perform testing for technical indicators regarding: Electrical Safety (ES), Electromagnetic Interference (EMI) limits, Electromagnetic Compatibility Immunity (EMS), and Photobiological Safety (PBS) for LED lighting products according to national technical regulation QCVN 19:2019/BKHCN and current legal regulations related to product and goods quality management.

On December 13, 2022, the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology issued the Registration Certificate for testing activities to Phuc Gia Lab regarding the supplemental registration of multi-disciplinary testing activities in the electrical-electronics field under certificate number 3617/TĐC-HCHQ for corresponding products, goods, and tests. Including:

Electrical Safety: Fixed general-purpose luminaires (surface-mounted – recessed-mounted), Luminaires for road and street lighting, Portable general-purpose luminaires, Floodlights, Self-ballasted LED lamps for general lighting services working at voltages > 50V, Double-capped LED lamps designed to replace linear fluorescent lamps;
Photobiological Safety: Lamps and lamp systems;
Electromagnetic Compatibility (EMC) for household electrical and electronic appliances and similar purposes using 1-phase power input, rated input current limit ≤ 32A: Electric motor-operated hand-held drills, Vacuum cleaners, Refrigerators, freezers, Air conditioners, Hair dryers, Blenders, meat grinders, fruit juicers, egg beaters, Electric stoves (including induction stoves), Instantaneous water heaters, Washing machines/ Clothes dryers, Microwave ovens (including combination types);
Electromagnetic Interference (EMI): LED luminaires/ Self-ballasted lamps and lighting equipment;
Electromagnetic Immunity (EMS): General lighting equipment.

On December 30, 2022, the Directorate for Standards, Metrology and Quality – Ministry of Science and Technology issued the Registration Certificate for certification activities for multi-disciplinary synthesis in the field of: Certification of products and goods in accordance with standards and national technical regulations under Method 1, as detailed in the appendix attached to Certificate No. 3851/TĐC-HCHQ.

Accordingly, Phuc Gia certifies products and goods in accordance with standards and national technical regulations under Method 1 for the following products:

Lighting equipment, Fixed general-purpose luminaires, surface-mounted – recessed-mounted, Luminaires for road and street lighting, Portable general-purpose luminaires, Floodlights, Self-ballasted LED lamps;
