Declaration of Energy Labeling for Induction Hobs in Vietnam

1. Regulations on Energy Efficiency and Energy Labeling

  • Circular No. 36/2016/TT-BCT – Regulating energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade (MOIT), issued on December 28, 2016;
  • Decision No. 04/2017/QĐ-TTg – The list of machines and equipment subjecting to energy labeling, applicable Minimum Energy Performance Standards (MEPS), and the implementation roadmap issued by the Prime Minister on March 9, 2017;
  • Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
  • Consolidated Document No. 23/VBHN-BCT – Regulating energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade issued on March 24, 2020;
  • Decision No. 14/2023/QĐ-TTg – The list and roadmap for energy-using means and equipment to be discarded and low-efficiency generating units not allowed for new construction issued by the Prime Minister on May 24, 2023;
  • Decision No. 1725/QĐ-BCT – Regulating the List of items subject to energy efficiency inspection and energy labeling under the management responsibility of the Ministry of Industry and Trade issued on July 1, 2024;
  • TCVN 13372:2021 – National standard on energy efficiency for Induction Hobs.

2. Types of induction hobs subject to energy labeling

According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, induction hobs must undergo energy efficiency testing and Energy Labeling for Induction Hobs in Vietnam according to the standard:

This standard specifies the Minimum Energy Performance Standards (MEPS) and the method for determining the energy consumption of induction hobs.

Note: This standard applies to induction hobs that also integrate other types of cooking zones, such as radiant cooking zones.

3. Energy labeling declaration for induction hobs

Pursuant to Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, induction hobs are mandatory to undergo energy efficiency testing and energy labeling declaration before being placed on the market. Accordingly, the energy labeling declaration consists of the following steps:

3.1. Energy efficiency testing for Energy Labeling for Induction Hobs in Vietnam

Test results serve as the basis for energy labeling of products with the same model (same technical specifications, same origin, and same manufacturing facility). Therefore, enterprises manufacturing or importing induction hobs are responsible for energy efficiency testing to complete the energy labeling declaration dossier.

Types of induction hobs are mandatory to undergo energy efficiency testing according to TCVN 13372:2021, whereby these devices must meet energy efficiency requirements. Specifically, the energy consumption of the hob, Ehob, must be less than or equal to 210 Wh. Test results must, at a minimum, include the information specified in Annex E of TCVN 12218-2:2018 (IEC 60350-2:2017).

Note: Enterprises must conduct energy efficiency testing at domestic Testing laboratories (independent testing organizations or manufacturer’s testing labs); or foreign testing organizations (independent testing organizations or manufacturer’s testing labs) designated by the Ministry of Industry and Trade.

3.2. Energy labeling declaration for induction hobs at the Ministry of Industry and Trade

3.2.1. New registration cases

Step 1: Preparing the registration dossier

Before placing induction hobs on the market, enterprises manufacturing or importing such products and equipment must prepare one (01) set of energy labeling registration dossier and submit it to the Ministry of Industry and Trade.

Pursuant to Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regulating energy labeling registration, the registration dossier for Energy Labeling for Induction Hobs in Vietnam includes:

a) An energy labeling declaration form for induction hobs, clearly stating whether the enterprise is registering for a comparative label or a certification label, using the template in Appendix 1 of Circular No. 36/2016/TT-BCT;

b) Test results issued by a testing organization for the product model;

c) The expected energy label design.

Note:

  • In cases where the testing for Energy Labeling for Induction Hobs in Vietnam is performed by a foreign testing organization, the enterprise must provide additional documents proving that the foreign laboratory meets all necessary conditions.
  • If the dossiers or documents are in a foreign language, they must be translated into Vietnamese and notarized.

Step 2: Registration

Enterprises registering for induction hob energy labeling may choose to submit the dossier online via the Ministry of Industry and Trade’s web portal (https://dichvucong.moit.gov.vn/) or submit it directly or via post to the Agency for Green Transformation Innovation and Industrial Promotion, Ministry of Industry and Trade.

Step 3: Post-registration

After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, enterprises are authorized to self-affix the energy label consistent with the information in the registered energy labeling declaration form. Enterprises shall be responsible for the accuracy and truthfulness of the information disclosed in the declaration form and the information displayed on the energy label.

3.2.2. Cases for energy labeling re-registration

Enterprises must conduct Energy Labeling for Induction Hobs in Vietnam re-registration when falling into one of the following cases:

– The evaluation standards change;

– The products or equipment that have been registered for energy labeling undergo changes in energy consumption levels.
