I. THE USAGE OF LED STREET LIGHTING LUMINAIRES IN VIETNAM
Vietnam is undergoing a strong transition from traditional high-pressure lamp systems to LED technology for street lighting. Public lighting projects in provinces and cities have completed the replacement of old lamps with lamps using LED technology. This large-scale implementation reflects an inevitable trend, as LED lights not only help save electricity but also reduce maintenance costs thanks to their long lifespan and stable operation.
Not only saving costs, LED Street Lighting Luminaires also bring stable lighting quality and a high color rendering index, contributing to enhanced traffic safety and improved urban aesthetics. Currently, many new urban lighting projects have integrated smart control technology, allowing for remote brightness adjustment, scheduled on/off times, or automatic error reporting, opening a sustainable direction in lighting infrastructure management.
However, rapid development always comes with challenges. Many poor-quality products have appeared on the market, some even failing to meet technical standards for performance and durability, leading to a waste of public investment capital. In addition, photobiological safety issues are also a concern as many types of LED lamps have excessively high color temperatures or blue light exceeding recommended levels, easily causing glare and affecting vision. The implementation of smart lighting systems also depends on technical infrastructure and investment capital, which are not yet uniform across localities.
For effective management, the State has issued many important documents such as QCVN 19:2019/BKHCN on electrical safety and electromagnetic compatibility, along with TCVN 7722-2-3:2019 on technical requirements for LED Street Lighting Luminaires, and other documents related to artificial lighting in urban areas…
Energy-saving policies and the application of Minimum Energy Performance Standards (MEPS) by the Ministry of Industry and Trade are also being integrated into public lighting projects. II. CURRENTLY APPLIED REGULATIONS FOR LED STREET LIGHTING LUMINAIRES TESTING/CERTIFICATION ACTIVITIES
– Circular No. 08/2019/TT-BKHCN: Circular issuing the “National Technical Regulation on LED Lighting Products” issued on September 25, 2019 (This Circular took effect from December 31, 2019);
– QCVN 19:2019/BKHCN: National Technical Regulation on LED Lighting Products (QCVN 19:2019/BKHCN issued together with Circular 08/2019/TT-BKHCN);
– Decision No. 1383/QĐ-BKHCN: Correcting National Technical Regulation QCVN 19:2019/BKHCN on LED lighting products;
– Decision No. 2711/QĐ-BKHCN: Regarding the Announcement of Group 2 Products and Goods under the Management Responsibility of the Ministry of Science and Technology issued on December 30, 2022;
– Decision No. 367/QĐ-BKHCN: Regarding the Amendment and Supplement of the LED Lighting Product Group in Decision No. 2711/QĐ-BKHCN;
– Technical requirements of QCVN 19:2019/BKHCN for LED Street Lighting Luminaires are as follows: TCVN 7722-2-3:2019 – Part 2: Particular requirements – Section 3: Luminaires for road and street lighting;
When importing LED Street Lighting Luminaires, enterprises must not only comply with mandatory technical regulations such as quality, energy efficiency, declaration of conformity, and State inspection of goods quality, but also simultaneously comply with regulations on taxes and fees according to current provisions.
III. INSTRUCTIONS FOR LED LIGHTING LUMINAIRES TESTING ACCORDING TO QCVN 19:2019/BKHCN
1. Which types of LED Street Lighting Luminaires must perform testing and declaration of conformity according to QCVN 19:2019/BKHCN?
LED Street Lighting Luminaires must undergo conformity certification according to QCVN 19:2019/BKHCN when meeting the following 2 conditions:
(1) Based on item 10 in the Appendix of Decision No. 367/QD-BKHCN regarding the Amendment and Supplement of the LED Lighting Product Group in Decision No. 2711/QD-BKHCN, the following products must be tested and certified for conformity according to QCVN 19:2019/BKHCN. LED Street Lighting Luminaires must belong to one of the following three HS codes:
- 9405.11.91
- 9405.11.99
- 9405.21.90
(2) Not belonging to the cases specified in Clause 1, QCVN 19:2019/BKHCN:
- LED lighting equipment on means of transport as specified in QCVN 35:2017/BGTVT;
- Lighting equipment in lighting works as specified in QCVN 07-7:2016/BXD;
- Lighting equipment in outdoor advertising media as specified in QCVN 17:2018/BXD.
2. When is it mandatory for enterprises to test LED Street Lighting Luminaires according to QCVN 19:2019/BKHCN?
“LED lighting products (LED Street Lighting Luminaires, LED Bulbs, LED Tubes, LED Floodlights,…) in the Appendix of this Technical Regulation must have a declaration of conformity in accordance with technical regulations, be affixed with the conformity mark (CR mark), and be labeled before circulating on the market” (Article 3 – Management Requirements – Circular 08/2019/TT-BKHCN)
Accordingly, enterprises are mandatory to test LED Street Lighting Luminaires according to QCVN 19:2019/BKHCN when they want to bring products into circulation on the market. The application includes 2 stages (based on Decision No. 1383/QD-BKHCN) as follows:
– Stage 1: From January 1, 2021, LED lights must meet requirements for safety and electromagnetic interference limits (EMI, ES).
– Stage 2: From January 1, 2022, LED lights must additionally meet requirements for photobiological safety and electromagnetic immunity (EMI, ES).
Testing to serve the declaration of conformity and conformity certification for LED Street Lighting Luminaires must be performed by testing organizations designated according to the provisions of Decree No. 107/2016/ND-CP, Decree No. 154/2018/ND-CP, or recognized according to the provisions of Circular No. 27/2007/TT-BKHCN (The testing scope of the testing organization must meet the requirements specified in this Technical Regulation.)
3. Technical requirements for LED Street Lighting Luminaires
QCVN 19:2019/BKHCN specifies technical requirements for Electrical Safety (ES); Electromagnetic Interference (EMI); Electromagnetic Immunity (EMS), and Photobiological Safety (PBS). Accordingly, luminaires used for road and street lighting (LED Street Lighting Luminaires) must perform tests according to:
- TCVN 7722-1:2017 (IEC 60598-1:2014) General requirements and tests for luminaires;
- TCVN 7722-2-3:2019 (IEC 60598-2-3:2011) Particular requirements – Luminaires for road and street lighting;
- TCVN 4255:2008 (IEC 60529:2001) Specification for degrees of protection provided by enclosures (IP code).

5. Where to perform conformity testing for LED Street Lighting Luminaires according to QCVN 19:2019/BKHCN?
5.1. Regulations on qualified Testing – Certification Units
The testing and conformity certification of Electrical Safety and Electromagnetic Compatibility for LED lighting products (LED Street Lighting Luminaires, LED Bulbs, LED Tubes, LED Floodlights, etc.) according to QCVN 19:2019/BKHCN must be performed by testing organizations Designated or Recognized by Ministries, Departments, and Agencies.
Circular 06/2020/TT-BKHCN, guiding and implementing measures for Decree 132/2008/NĐ-CP, Decree 74/2018/NĐ-CP, Decree 154/2018/NĐ-CP, and Decree 119/2017/NĐ-CP, stipulates:
Certification, inspection, and testing organizations performing certification, inspection, and testing activities for Group 2 products and goods are certification, inspection, or testing organizations that have been registered or recognized according to the provisions of law, or certification, inspection, or testing organizations designated according to the provisions in Decree No. 132/2008/NĐ-CP, as amended and supplemented in Decree No. 74/2018/NĐ-CP and Decree No. 154/2018/NĐ-CP.
